Citizens of the Vatican and Romania are eligible to travel to Estonia without being subject to entry restrictions upon arrival in the Baltic country. These territories are the only ones on Estonia's green list.
According to the Estonian government's announcement, all other European countries are on the red list, which has reported high rates of infection in the last two weeks. Unvaccinated people in the countries on the red list are required to comply with the mandatory quarantine rules and testing requirements. In addition, travelers must complete the arrival form.
Estonian authorities have announced that the new changes will take effect on December 27. The Estonian authorities continue to classify other countries in the lists green, yellow and tomatoes, taking into account the COVID-19 infection rate.
Currently the list Verde includes countries with a two-week COVID-19 rate of up to 75 per 100.000 inhabitants and consists only of the countries and regions of the Vatican and Romania.
List yellow of Estonia, which is made up of states with a COVID-19 infection rate of between 75 and 200 per 100.000 inhabitants, is empty.
All other European and third countries and regions are on the red list. Travelers in the red-listed territories who have not completed the vaccination process against the virus must remain isolated for ten days upon arrival. In addition, they will be required to take a COVID-19 test on arrival and on the sixth day after arrival. If both test results are negative, the quarantine process may be shortened.
Passengers who have been vaccinated against the virus are not required to undergo the testing process.
