Portugal enters the State of Emergency on 9 November 2020.

On 7 November 2020, the Council of Ministers approved the decisions on the new measures related to the application of the State of Emergency, which will enter into force on national territory starting with 00:00 on 9 November 2020, until 23:59 on November 23, 2020.

The new measures, to be detailed by publication of the decree of the Council of Ministers in the Official Gazette (Diário da República), may include:

📌Prohibition of traffic in public spaces and roads, in territorial units (concelhos) with high epidemic risk, daily between 23:00 and 5:00, as well as on Saturdays and Sundays between 13:00 and 5:00, except for urgent trips and which cannot be avoided;

📌Possibility of controlling body temperature, by non-invasive means, for access to the workplace, public services or institutions, educational units or shopping, cultural or sports centers, means of transport, residential structures, health units, detention centers or educational centers, and access to those spaces may be prevented if body temperature control is refused or if the person has a body temperature higher than normal;

📌Requesting tests for SARS-VOC-2 infection for various sectors of activity (health or care units for the elderly and children; penitentiary system; education units, etc.), as well as for those wishing to enter or leave the territory nationally by air or sea, those who want access to other locations, determined by the Directorate General of Health.
