According to the Dutch authorities, a safe country is a country with a low risk of COVID-19. Those living in a safe country can travel to the Netherlands without the need for a test against the new coronavirus and without being quarantined. It does not matter what the nationality or purpose of the trip is as long as the trip is from a safe country. Countries that are not on the list of safe countries are considered high risk areas. At this moment, Romania remains on the list of countries at high risk of COVID-19.

According to the latest update, the Netherlands considers safe countries outside the EU / Schengen area: Australia, New Zealand, Rwanda, Singapore, South Korea, Thailand, China (Mainland China, Hong Kong, Macao). The measure on China is reciprocal. In other words, when China opens its borders to Europeans.

At European level, the Netherlands considers Portugal and Iceland to be safe countries. This means that anyone who wants to travel from these countries to the Kingdom of the Netherlands can do so without restrictions.

Regarding the Dutch overseas lands and countries, you can travel without restrictions to / from St. Maarten, Saba, St Eustatius. For other countries in the Kingdom of the Netherlands, there is a recommendation for quarantine on return to the Netherlands.

These are the only countries where the risk of contracting COVID-19 is low. The status of these countries may change depending on the evolution of the COVID-19 pandemic.
