According to ECDC, there is a good chance that Germany will come off Romania's yellow list

At the moment, globally, countries impose travel restrictions for those traveling from other countries / territories / regions according to an index of contagiousness, depending on the new strains discovered, depending on the performance of the health system and many other factors that may influence the decisions of the authorities.
Romania has chosen to generate a single list, so specific Romania's yellow list, which classifies countries / territories and regions according to the epidemiological index reported by the ECDC.
European Center for Disease Prevention and Control (ECDC) reports an index calculated for 14 days each week. E.g, on February 18, the list with the epidemiological index reported for the period 01 - 14 February was published.
If the Romanian authorities, in this case the National Committee for Emergency Situations, had kept their word and updated this list weekly, today we should have had the updated list. But this did not happen, so we are still waiting.
In theory, if the update takes place these days, Germany will be off the yellow list. According to the ECDC, Germany's index is 141, while Romania's is 171.
Surprisingly, most countries recorded a lower index between 01 and 14 February compared to 25 January - 7 February. Is this a sign that all the imposed measures are bearing fruit?
