Documents and documents required for travel from Italy to Romania and from Romania to Italy!

At the moment, Italy is on Romania's green list, while Romania is maintained on list C in Annex 20 a Decree of the President of the Council of Ministers. What does this mean for travel from Italy to Romania, but from Romania to Italy?

Travel by plane from Italy to Romania

According to the existing laws in force and from our own experiences, I inform you that you can travel without restrictions and without other anti-covid measures from Italy to Romania. At this moment, given that Italy is on the green list of Romania, it travels from Italy to Romania only with plane ticket and identity card (IC or passport). Some airlines send you statements to complete, others give them to you at the airport. What is certain is that they are no longer of interest to the Romanian authorities. It basically travels like before the new coronavirus pandemic.

We remind you that since May, Romania NO longer requires the mandatory presentation of a PCR test on board.

Travel by plane from Romania to Italy

On June 18, 2021, the Italian Ministry of Health issued an ordinance that applies between June 21, 2021 - July 30, 2021. 

According to the normative act, the persons who were or transited the Romanian territory (Romania being included together with other states on list C of annex 20 of the Decree of the President of the Council of Ministers of March 2, 2021) have the obligation to present to the carrier at boarding or any person designated to carry out checks a green COVID-19 certificate issued or recognized in accordance with Article 9 (2) (a). c) of the decree law of April 22, 2021, no. 52, which attests to one of the following situations:

• anti-SARS-CoV-2 vaccination, with certification of completion of the vaccination scheme for at least 14 days;
• cure of COVID-19, with the cessation of the prescribed isolation period following SARS-CoV-2 infection;
• performing, 48 hours before entering the territory, a rapid or molecular antigen test with a negative result for SARS-CoV-2 virus infection.

Children up to six (6) years of age are exempted from the molecular or antigen test, but not from the isolation requirement, where applicable. Children up to the age of eighteen (18) are exempted from the isolation requirement (where provided) only if they are accompanied by an adult (parent or other companion) holding a COVID-19 green certificate.

CAREFUL! Anyone arriving in the Italian Republic is also required to complete a digital location form (https://app.euplf.eu) of the passengers and prove this to the carrier or to any person designated to carry out checks. Electronic version not accepted!

Upon entry into Italian territory, persons who do not present the aforementioned document have the following obligations:

• to be subject to the health surveillance measure and to carry out self-isolation, for a period of 10 days, at their home or residence, informing the Prevention Department of the competent local health authority;
• after performing the 10 days of self-isolation, to be undergo a buffer-type molecular or antigen test to detect SARS-CoV-2 virus infection.
