Update lists (red, yellow, green) Romania: Bulgaria goes green, Turkey goes yellow!

As of May 14, the National Committee for Emergency Situations changed the classification of states and no longer takes into account the ECDC epidemiological index per 100 inhabitants, but the cumulative incidence rate at 000 days, resulting in 14 categories: green, yellow and Red. We also call it Romania's traffic light list.

The classification of countries / territories of epidemiological risk, according to the cumulative incidence rate at 14 days, is performed in 3 categories as follows:

  1. Green area - where the cumulative incidence rate of new cases of illness in the last 14 days per 1.000 inhabitants is less than or equal to 1,5;
  2. Yellow Zone - where the cumulative incidence rate of new cases of illness in the last 14 days per 1.000 inhabitants is between 1,5 and 3 per 1.000 inhabitants;
  3. The Red Zone - where the cumulative incidence rate of new cases of illness in the last 14 days in relation to 1.000 inhabitants is greater than or equal to 3 per 1000 inhabitants.
  • The classification from the yellow or green zone to the red zone, as well as the classification from the green zone to the yellow zone, enters into force within 24 hours from the approval of the List of countries / territories of epidemiological risk by decision of the National Committee for Emergency Situations.
  • The classification from the red zone to the green or yellow zone, as well as the classification from the yellow zone to the green zone, enters into force on the date of approval of the List of countries / territories of epidemiological risk by decision of the National Committee for Emergency Situations.

Art.3 - Depending on the classification of the countries / territories of epidemiological risk provided in art. 2, at the entry of persons on the territory of Romania, the following measures shall be applied:

  1. For the persons arriving on the Romanian territory from the area provided in art. 2 lit. a) (green) the quarantine measure is not established;
  2. For the persons arriving on the Romanian territory from the areas provided in art. 2 lit. b) (yellow) and c) (red) the quarantine measure is established at the home, at the declared location or the special space intended for a period of 14 days

But there are also a number of exceptions to the rules applied to the red list or the yellow list, such as:

  • Passengers in the yellow zone can avoid quarantine if they are vaccinated or have a negative PCR test when boarding a plane, train, bus / border by car. At the same time, there is a list of professional categories that are an exception to the measures applied to the yellow list.
  • Travelers in the red zone can avoid quarantine if they are vaccinated. At the same time, there is a list of professional categories that are an exception to the measures applied to the red list.

Under the new law, Romania no longer requires the mandatory presentation of a negative PCR test on board.

According to the update of May 21, 2021, Decision 31 CNSU, Bulgaria and Hungary go green, Turkey and Serbia go yellow.

The changes made take effect immediately in the case of Bulgaria and Turkey, but also in other countries that have moved from the red zone to the yellow or green zones, as well as in the countries that have switched from the yellow zone to the green zone.
