The National Committee for Emergency Situations adopted in today's meeting, December 6, 2021, Decision number 111 for establishing the rules for applying the quarantine measure on persons arriving in Romania valid between 10.12.2021 at 00:00 - 08.01.2022 at 24 : 00.

1. A quarantine measure of 14 days shall be imposed on the domicile, declared location or special space intended for persons arriving from Member States of the European Union, the European Economic Area or the Swiss Confederation, as follows:

  • a) persons who arrive from the Green or Yellow Zone and do not present proof of vaccination, proof of positive confirmation for SARS-CoV-2 virus infection in the last 180 days prior to entry into the country and for which at least 14 days have elapsed since the date of confirmation until the date of entry into the country or proof of the negative RT-PCR test for COVID-19 performed no later than 72 hours before boarding (for those traveling by public transport) or entry into the national territory (for those traveling by own);
  • b) persons who arrive from the Red Zone and do not present proof of vaccination or proof of positive confirmation for SARS-CoV-2 virus infection in the last 180 days prior to entry into the country and for which at least 14 days have elapsed from the date of confirmation until date of entry into the country.

2. A 10-day quarantine measure shall be imposed for unvaccinated persons or for persons who have not been tested positive for SARS-CoV-2 virus infection in the last 180 days prior to entry into the country and who arrive from Member States of the European Union, of the European Economic Area or the Swiss Confederation in the red zone, if the negative result of an RT-PCR test for SARS-CoV-2 virus infection, performed no more than 72 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling by public transport) traveling on their own).

3. The following categories of persons shall be exempted from the quarantine measure established in accordance with points 1 and 2:

  • a) children under 12 years of age or older;
  • b) children over 12 years of age and under 16 years of age, regardless of the country's inclusion in the risk area, if they show a negative RT-PCR test for SARS-CoV-2 virus infection, performed at most 72 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling by own means);
  • c) unvaccinated persons or persons who have not been confirmed positive for SARS-CoV-2 virus infection in the last 180 days prior to entry into the country, who arrive from the Red Zone and remain in the national territory for a period of less than 3 days ( 72 hours) if the negative result of an RT-PCR test for SARSCoV-2 virus infection, performed no more than 72 hours before boarding (for those traveling by public transport) or entering the national territory (for those who travel on their own). If the persons do not leave the national territory within 3 days (72 hours), with the information of the public health directorate of the county in which they live or where they have the address declared at the entrance to the country, they will be quarantined for a period of 14 days. , starting with the fourth day following the entry on the Romanian territory;
  • d) persons in transit, if they leave Romania within 24 hours from the entry on the territory of the country;
  • e) cross-border workers entering Romania from Hungary or Bulgaria, as well as Romanian citizens employed by economic operators from the mentioned countries, who upon entering the country prove the contractual relations with the respective economic operators;
  • f) pupils / students, Romanian citizens or citizens with domicile or residence outside Romania, who attend the courses of some educational institutions in Romania or abroad, commute daily to them and present supporting documents, or who have to take entrance exams either to complete their studies or to start their studies in educational units / institutions in the country or to travel for activities related to the beginning, organization, attendance or completion of studies, as well as their companions if they are minors;
  • g) members of sports delegations, as well as artists and their staff not vaccinated or who have not been tested positive for SARS-CoV-2 virus infection in the last 180 days prior to entry into the country, arriving from the Red Zone to participate in competitions respectively cultural, artistic or entertainment events, organized on the national territory, if it shows the negative result of an RT-PCR test for SARS-CoV-2 infection performed at most 72 hours before boarding (for those traveling by public transport) or entry into the national territory (for those traveling by their own means) and participate only in activities in the competitions or, as the case may be, in the mentioned events;
  • h) drivers of vehicles with a maximum authorized capacity of more than 2,4 tons who provide freight transport, as well as drivers of vehicles with more than 9 seats, including the driver's seat, which provides transport of persons, unvaccinated or not have been tested positive for SARS-CoV-2 infection in the last 180 days prior to entry into the country, arriving from the Red Zone, if they show a negative RT-PCR test for SARS-CoV-2 infection at most 72 hours before entering the national territory, and the trip is made only for professional purposes;
  • i) persons handed over to the Romanian authorities on the basis of readmission agreements, returned in an accelerated procedure;
  • j) members of diplomatic missions, consular posts, other diplomatic missions accredited in Bucharest and holders of diplomatic passports, on the basis of reciprocity, staff assimilated to diplomatic staff, members of the Romanian Diplomatic and Consular Corps and holders of diplomatic and service passports, unvaccinated or who have not been tested positive for SARS-CoV-2 infection in the last 180 days prior to entry into the country, who arrive from the Red Zone and show a negative RT-PCR test for SARS-CoV-2 infection no later than 72 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling on their own).

4. The quarantine measure shall be imposed at home, at the declared location or special designated place with a duration of 14 days in respect of persons arriving from third countries and shall not show a negative result of an RT-PCR test for COVID-19 48 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling by own means).

5. The quarantine measure shall be established at home, at the declared location or special space intended for a period of 10 days for unvaccinated persons or for persons who have not been tested positive for SARS-CoV-2 virus infection in the last 180 days prior to entry. arriving in the third country, regardless of their inclusion in the risk zone if they show a negative RT-PCR test for SARSCoV-2 virus infection, performed no more than 48 hours before boarding (for those traveling with means of public transport) or entry into the national territory (for those traveling by their own means).

6. The following categories of persons shall be exempted from the quarantine measure established in accordance with points 4 and 5:

  • a) children under 12 years of age or older;
  • b) children over 12 years of age and under 16 years of age, if they show a negative RT-PCR test for SARS-CoV-2 virus infection, performed no more than 48 hours before boarding (for those who travel by public transport) or entry into the national territory (for those traveling by their own means);
  • c) unvaccinated persons or persons who have not been confirmed positive for SARS-CoV-2 virus infection in the last 180 days prior to entry into the country, who remain in the national territory for a period of less than 3 days (72 hours) if shows the negative result of an RT-PCR test for SARSCoV-2 virus infection, performed no more than 48 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling by own). If the persons do not leave the national territory within 3 days (72 hours), with the information of the public health directorate of the county in which they live or where they have the address declared at the entrance to the country, they will be quarantined for a period of 14 days. , starting with the fourth day following the entry on the Romanian territory;
  • d) persons in transit, if they leave Romania within 24 hours from the entry on the territory of the country;

  • h) drivers of vehicles with a maximum authorized capacity of more than 2,4 tons who provide freight transport, as well as drivers of vehicles with more than 9 seats, including the driver's seat, which provides transport of persons, unvaccinated or not have been confirmed positive for SARS-CoV-2 virus infection in the last 180 days prior to entry into the country if they test negative for an RT-PCR test for SARS-CoV-2 infection performed no more than 48 hours before the national territory, and the trip is made only for professional purposes;
