New travel conditions in Serbia: negative COVID-19 test for those traveling in Romania.

EMERGENCY: NO. It is declared a COVID-19 pandemic. In some localities it is declared an exceptional state, being in force some additional preventive and restrictive measures, without restricting access to and from these localities.

Access to all foreign nationals, except foreign nationals arriving from Albania, Bosnia and Herzegovina, Bulgaria, the Republic of Northern Macedonia, Montenegro and Hungary, is permitted only if they hold a PCR type molecular test with negative result for SARS-CoV-2 infection, not older than 48 hours from the time of release of the result, issued by accredited laboratories in the State of origin. The list of specialized laboratories accredited by the Romanian Ministry of Health can be consulted on the website of the Ministry of Health: http://www.ms.ro/centre-testare/.

Molecular PCR test with negative result for SARS-CoV-2 infection

In the event of an unavoidable delay, due to objective reasons that can be demonstrated (such as delay in the means of transport), foreign nationals are allowed to enter the territory of the Republic of Serbia if the negative test is not older than 72 hours from receipt. the result.

Foreign nationals arriving from the United States of America may enter the territory of the Republic of Serbia if they present either a PCR-type molecular test with a negative result for SARS-CoV-2 infection or an FIA antigen rapid test with a negative result. , not older than 48 hours from the date of issuance of the result.

Foreign nationals residing or domiciled in the Republic of Serbia, Serbian nationals, as well as diplomatic and consular staff and their family members who do not have a molecular PCR test with a negative result for SARS-CoV-2 infection may enter the territory of the Republic of Serbia, to be quarantined at home for 10 days. If the persons concerned are tested after entering the Republic of Serbia and the result is negative, the measure of home quarantine will cease.

Currently, the Srpska Crnja-Jimbolia, Stamora Moravița, Iron Gates I, Naidas – Kaluderovo (road) crossing points are open at the Romanian-Serbian land border for road freight and passenger traffic, and the crossing points for rail freight traffic. Jimbolia / Srpska Crnja and Stamora Moravița / Vatin.

The border points between Romania and the Republic of Serbia that have been closed are the following: Valcani-Vrbica (road), Comlosu Mare - Nakovo (road), Foeni - Jasa Tomic (road), Iron Gates 2 - Djerdap 2 (road), Moldova Veche - Golubac (river), Svinița - Donji Milanovac (river), Orșova - Tekija (river), Iron Gates / Drobeta - Kladovo (river). 

Exceptions to the obligation to present a PCR-type molecular test with a negative result for SARS-CoV-2 infection (for foreign nationals wishing to enter this state):

• foreign nationals transiting through the territory of the Republic of Serbia, provided that the duration of the transit does not exceed 12 hours; border authorities require proof of transit (proof of domicile or residence in the State of destination, proof of booking a tourist package, etc. in the State of destination);

• citizens of a neighboring state who are cross-border workers, ie live in the border area of ​​the neighboring state and are employed in the territory of the Republic of Serbia, if they have valid supporting documents, subject to reciprocity;

• members of the road haulage crews in transit, if the duration of the transit through the territory of the Republic of Serbia does not exceed 12 hours, as well as carriers whose final destination is the Republic of Serbia or who take cargo from that State;

• citizens of neighboring states who live in the border area of ​​the neighboring state and are owners of agricultural land in the territory of the Republic of Serbia, who move to carry out agricultural work and present proof of ownership of agricultural land or confirmation of landowner carrying out agricultural work on the land. or; this exception applies subject to reciprocity;

• persons traveling for business purposes, whose entry is notified to the Serbian Border Police by the Serbian Chamber of Commerce, at least 24 hours before the time of entry. Within a maximum of 24 hours from the entry into the territory of Serbia, the persons concerned shall submit to the Chamber of Commerce of Serbia the result of a negative PCR test performed on the territory of Serbia. If such a test is not presented, the Serbian Chamber of Commerce will inform the Institute of Public Health.
