The United Kingdom requires a negative COVID-19 test and requires mandatory quarantine plus double testing

Update 18 March 2021: From 15 February, all those traveling to England will be required to do so 2 quarantined COVID-19 tests. The first is done on day 2 and the second on day 8 of the 10-day quarantine. All travelers arriving in the UK from countries that are NOT on the red list, must buy the double test package. Anyone intending to travel to the UK on February 15 must book these tests on the dedicated portal.

Initial news: As of January 1, 2021, the conditions of entry and stay in the United Kingdom, the conditions for carrying out professional activities, the regime applicable to health insurance and social benefits applicable to European Union citizens (including Romanian citizens) have changed.

Restrictions on entry into the UK

People arriving in England, Wales, Scotland, Northern Ireland or the island of Jersey from Romania or any other state (except Ireland and the Isles of Man, Jersey and Guernsey) are required to isolate themselves for 10 days. The United Kingdom of Great Britain and Northern Ireland has dropped the list of states exempted from travel corridors.

All passengers arriving in England, Wales, Scotland or Northern Ireland from abroad must present, including when boarding trains, ferries or aircraft, a test with a negative result for SARS-CoV-2 virus infection, performed with a maximum of 3 days prior to arrival. 

They are accepted molecular polymerase chain reaction (PCR) tests or derived technologies, including loop-mediated isothermal amplification tests (LAMP) or antigen tests, for example a test performed with a lateral flow device. The result of the negative test must be written in the original in English, French or Spanish, with no translations accepted. The test must meet performance standards of specificity ≥97%, sensitivity ≥80% to viral loads over 100.000 copies / ml.

Passengers must present the original certificate of negative test result, which must include the following information: name of test person (as stated in the travel document), date of birth or age, test result, date of taking or receiving the sample, name the laboratory that performed the test, its contact details and the name of the test device.

They are exempt from this measure: minors under 11 years of age; people arriving from Scotland, Wales, Northern Ireland, Republic of Ireland, Jersey, Guernsey, Isle of Man, Ascension, Fauklandm St. Helena; carriers; air, sea and rail crew; people arriving from Antigua and Barbuda, St. Lucia, Barbados before January 21, 4 am; people traveling to England for medical emergencies and do not have the time to take the test; persons who can prove with medical documents that they are unable to be tested; sailors, master inspectors and surveyors of ships; specialist technical workers performing emergency work; border officials; workers of the Channel Tunnel system; civil aviation inspectors; people carrying human cells and blood products.

Romanian citizens arriving in the United Kingdom of Great Britain and Northern Ireland are obliged to isolate themselves for a period of 10 days.

Violation of the self-isolation provision is punishable by a fine of up to GBP 10.000. From December 2020, passengers arriving in England will have the opportunity to be tested for SARS-CoV-2 infection from the 5th day of arrival and, in the event of a negative result, will be able to leave self-isolation.
