Romania is on the red list of the Republic of Moldova. Romanians cannot enter Moldova, with few exceptions

It's no longer a secret that Romania has reached the red list of many European countries, including on the red list of the Republic of Moldova. And the feeling is mutual, according to the INSP Romania yellow list.

This means that Romanians cannot travel to the Republic of Moldova for tourism purposes, just as those from the Republic of Moldova cannot travel to Romania for the same tourist purpose. And yet both countries apply exceptions to the rule, in the idea that each defends its people.

Romania is on the red list of the Republic of Moldova.

But let's see the travel rules imposed by the authorities of the Republic of Moldova, with effect from September 1.

  • It is allowed to enter the territory of the Republic of Moldova through the state border crossing points, of foreign citizens and stateless persons coming from countries classified as green area. Persons crossing the state border on the way to enter the Republic of Moldova and come from countries classified as green area they will not complete the Epidemiological File and will not be obliged to observe the 14-day self-isolation regime.
  • It is forbidden the entry on the territory of the Republic of Moldova, through the state border crossing points, of foreign citizens and stateless persons coming from countries classified as red zone (Romania was included in the red zone, according to the decision of the Ministry of Health, Labor and Social Protection of 28.08.2020), with the following exceptions:

Exceptions regarding entry into the Republic of Moldova

  • family members of the citizens of the Republic of Moldova;
  • persons holding a long-stay visa, a residence permit or a document equivalent to a residence permit issued by the authorities;
  • persons traveling in the professional interest, proven by visa, residence permit or other confirmatory document, which includes the invitation and / or the contract concluded with a legal person resident in the Republic of Moldova;
  • foreign pupils / students who travel for the purpose of admission or are enrolled in educational institutions in the Republic of Moldova;
  • family members of foreign citizens who have a residence permit in the Republic of Moldova;
  • foreign nationals working as teachers in the Republic of Moldova;
  • holders of diplomatic and service passports, members of diplomatic missions and consular offices accredited in the Republic of Moldova, of international organizations / missions, as well as members of their families or personnel who can provide humanitarian aid;
  • persons in transit, including those repatriated as a result of the granting of consular protection. The transit itinerary will be established by the General Inspectorate of the Border Police;
  • persons traveling for health and humanitarian reasons, including the accompanying person, as appropriate (with presentation of confirmatory documents);
  • cross-border workers entering the low-traffic regime in the Republic of Moldova from Romania or Ukraine, who prove the contractual relations with economic agents from the Republic of Moldova;
  • drivers and service personnel of the means of transport, carrying out the transport of goods, of means of transport-persons for a fee, which have more than 9 seats, including the driver's seat, the crews and the personnel of the aircraft / ships, as well as the brigades and service personnel of the train sets.

RECOMMENDATIONS FOR ROMANIAN CITIZENS TRAVELING TO / FROM ROMANIA:

  • By road: the use of the crossing points of the Albița-Leeușeni, Galați - Giurgiulești border.

Exceptions and provisions regarding transit through the Republic of Moldova

  • Persons crossing the state border on the way to enter the Republic of Moldova, and come, directly or in transit, from countries classified as red zone, will obligatorily complete the Epidemiological File and will sign the declaration on their own responsibility to observe the 14-day self-isolation regime, in the determined places. Exceptions to these provisions are the following categories of persons, if they do not show clinical signs of respiratory infection or fever (they are not required to comply with the 14-day self-isolation regime):
  • drivers and service personnel of road haulage vehicles and road haulage vehicles for a fee of more than 9 seats, including the driver's seat, aircraft / crews and service personnel, as well as brigades and train service personnel;
  • persons traveling for health or humanitarian reasons, including the attendant, as appropriate (with presentation of confirmatory documents);
  • foreign pupils / students who travel for the purpose of admission or are enrolled in educational institutions in the Republic of Moldova or abroad;
  • persons traveling in the professional interest, proven by visa, residence permit or other confirmatory document, which includes the invitation and / or the contract concluded with a legal person resident in the Republic of Moldova;

People who travel abroad for professional reasons

  • persons traveling abroad in professional interest and on return to the country present the confirmation of the delegation abroad on behalf of the legal person resident in the Republic of Moldova and the contract concluded with the economic agent abroad or order of delegation issued by public institutions of the Republic of Moldova;
  • cross-border workers entering the Republic of Moldova from Romania or Ukraine, as well as those from the Republic of Moldova employees of economic agents from the mentioned countries, who prove the contractual relations with the respective economic agents;
  • holders of diplomatic and service passports, members of diplomatic missions and consular offices accredited in the Republic of Moldova, of international organizations / missions, as well as members of their families or personnel who can provide humanitarian aid;
  • people in transit.
  • It is forbidden to leave the territory of the Republic of Moldova for persons in a regime of self-isolation for 14 (fourteen) days, in certain places.
  • Starting with May 26, 2020, the activity of rail and road transport of persons in international traffic was resumed in strict compliance with the measures of prevention and control of infection with the new coronavirus.
  • Regular passenger flights and regular passenger charters resumed on 15 June 2020, in strict compliance with measures to prevent the spread of the new coronavirus infection.
