Romania requires a negative COVID-19 PCR test for all those arriving from the yellow zone

Romania requests a negative COVID-19 PCR test for all those arriving from the yellow zone. The measure will apply from February 12 00:00.

The National Committee for Emergency Situations adopted today, February 4, 2021, Decision No. 7, which completes Article 2 of Decision No. 6. By this decision it was decided that the measures provided in par. (1), (2) and (3), Art. 2 of Decision no. 6 to enter into force starting with 12.02.2021, at 00.00.

By Decision no. 6 it was updated Romania's yellow list (click to read also Decision no. 6), today, February 4, 2021.

This means that all those who come from the yellow zone can travel to Romania without the obligation to present the COVID PCR test until February 11, at 23:59.

At the same time, Decision no. 7 comes to complete art. 2 of Decision no. 6 of 04.02.2021 of the National Committee for Emergency Situations with the following paragraph:

(4) They are exempted from the provisions of par. (1) the following categories of persons:

a) children less than or equal to 3 years old;
b) persons who have been vaccinated against the SARS-CoV-2 virus, including the second dose, and for whom at least 2 days have elapsed from the administration of the second dose until date of entry into Romania. The proof of the vaccine, including the date of administration of the second dose is made through the document issued by the health unit that administered it, in Romania or abroad;

Those who received the SARS-CoV-2 vaccine (including the 2nd dose and 10 days after administration) are exempted from testing for COVID-19.

c) persons who have been confirmed positive for infection with SARSCoV-2 virus in the last 90 days prior to entry into the country, as evidenced by medical documents or verification of the Corona-forms database and for which at least 14 days have elapsed from the date of confirmation to entry into the country;

d) drivers of goods vehicles with maximum capacity
authorized greater than 2,4 tonnes;
e) drivers of motor vehicles for the transport of persons who have more than 9 seats, including the driver's seat;

f) the drivers provided in let. a) and letter b) who move in the interest of pursuing their profession in their state of residence in another Member State of the European Union or in another state of the European Union in the state of residence, regardless of whether the movement is made by individual means or on their own account ;

g) aircraft pilots and flight crew;

h) members of diplomatic missions, consular offices and other diplomatic missions accredited in Bucharest, holders of diplomatic passports, staff assimilated to diplomatic staff, as well as members of the Romanian Diplomatic and Consular Corps and holders of diplomatic and service passports, as well as members of their families ;

i) the Romanian, maritime and fluvial navigating personnel who repatriate by any means of transport, who present to the competent authorities the “certificate for the workers in the international transport sector”, whose model is published in the Official Journal of the European Union, series C, no. 96 I of March 24, 2020;
j) sea and river navigating personnel carrying out the exchange of crew on board ships located in Romanian ports, regardless of the flag they fly, if at the entry into the country, as well as at the embarkation / disembarkation from the ship, they present to the competent authorities from the international transport sector ”, the model of which is published in the Official Journal of the European Union, series C, no. 96 I of March 24, 2020;

k) seafarers disembarking from boarding ships
flying the Romanian flag, in a Romanian port, provided that the employers provide the certificate for international transport workers and personal protective equipment against COVID-19, during the movement from the ship to the location where it can be contacted in the period between trips;
l) cross-border workers entering Romania from Hungary, Bulgaria,
Serbia, Ukraine or the Republic of Moldova, as well as the Romanian citizens employed by the economic operators from the mentioned countries, who upon entering the country prove the contractual relations with the respective economic operators.
