Let's clarify Romania's traffic light: those traveling with a PCR test in the yellow zone (Italy, Greece, Austria, Germany) are no longer in quarantine.

After many months on the yellow list, the authorities decided to reclassify the countries in the context of the COVID-19 pandemic. Thus, the epidemiological index announced by ECDC is no longer taken into account, but the cumulative incidence rate at 14 days per 1000 inhabitants. Thus, from May 15, we have the red list, the yellow list, the green list.

Art.2 - (1) The classification of countries / territories of epidemiological risk, according to the cumulative incidence rate at 14 days, is performed in 3 categories as follows:

  1. Green area - where the cumulative incidence rate of new cases of illness in the last 14 days per 1.000 inhabitants is less than or equal to 1,5;
  2. Yellow Zone - where the cumulative incidence rate of new cases of illness in the last 14 days per 1.000 inhabitants is between 1,5 and 3 per 1.000 inhabitants;
  3. The Red Zone - where the cumulative incidence rate of new cases of illness in the last 14 days in relation to 1.000 inhabitants is greater than or equal to 3 per 1000 inhabitants.
  • The classification from the yellow or green zone to the red zone, as well as the classification from the green zone to the yellow zone, enters into force within 24 hours from the approval of the List of countries / territories of epidemiological risk by decision of the National Committee for Emergency Situations.
  • The classification from the red zone to the green or yellow zone, as well as the classification from the yellow zone to the green zone, enters into force on the date of approval of the List of countries / territories of epidemiological risk by decision of the National Committee for Emergency Situations.

And now let's clarify the situation a bit. Those traveling in the green area are not quarantined, do not need a test and no other restrictive measures apply. Those traveling in the yellow and red areas can be quarantined at their home / location for up to 14 days. But for both lists there are a number of exceptions.

Those traveling from the yellow zone, countries such as Italy, Greece, Austria, Germany, Spain, etc., can come with a negative PCR test and then no longer enter quarantine. People who have been completely vaccinated (with both doses for two-dose vaccines) against the new coronavirus are also exempted from the quarantine measure. Please note that 10 days must elapse after the booster dose (second dose).

Those traveling in the red zone are not exempt from quarantine if they travel with a negative PCR test. But there are many other categories that are exceptions to these restrictive measures. Analyze Decision 28 and the traffic light list of Romania! * Those traveling from India to Romania do not benefit from the exceptions mentioned above.

Those in quarantine can obtain a temporary or total exemption from isolation in order to be able to participate in various family events (such as birth, marriage, death); medical treatments and interventions; for exchanging identity documents and even leaving the country. At the same time, those who are in quarantine and want to go to get vaccinated, can get a temporary derogation from the quarantine measure. All these exemptions can be obtained on the basis of supporting documents.

    Hello. But nothing is specified about the children. For example, I have tourists who left for Turkey today, they are vaccinated, but they have a child of 3, in September they are 4 years old. Does the baby have to be quarantined?

      Yes, children and those who went through the disease were not included in the new update. We hope for an update of the information from the authorities.

      But check the exception area. If there are pupils / students they are exempted from quarantine.

      Contact DSP. They offer exemptions, they can advise you exactly. The idea is that the 3-day stay in Romania based on a negative PCR test is no longer valid. The Netherlands is on the red, so it has no relevance, you would automatically go into quarantine. Talk to DSP best.
