The National Committee for Emergency Situations approved Decision no. 4 of January 14, 2022 updating the list of countries / territories of high epidemiological risk:

It should be noted that the ECDC has updated the indices only for the countries of the European Union and the European Economic Area. For the other third countries, the incidence rates from the previous week are maintained. The new list will take effect on January 16, 2022, at 00:00!

ATTENTION: From December 20, 2021, all those who want passengers to Romania must complete PLF Romania! Also pay attention to the new rules for entering Romania.

The ones mentioned below also apply!

Art.1 - The quarantine measure is established for persons arriving in Romania from countries / territories at epidemiological risk as well as for direct contacts of persons confirmed for SARS-CoV-2 virus infection, with a duration of:

  1. 10 days for unvaccinated or non-vaccinated persons between the 11th and 180th day from the date of confirmation for SARS-CoV-2 virus infection;
  • 5 days for vaccinated persons and for whom 10 days have elapsed since the completion of the vaccination schedule, as well as for persons who have been confirmed for SARS-CoV-2 virus infection between the 11th and 180th day prior to the date of entry into the country or contact with the infected person.

Art.2 - (1) The criterion on the basis of which the countries / territories are included in epidemiological risk areas is represented by the cumulative incidence rate of new cases of illness in the last 14 days compared to 1.000 inhabitants.

  • Based on the criterion provided in par. (1), the National Institute of Public Health, based on the indicators published by the European Center for Disease Prevention and Control (ECDC), updates weekly and proposes to the National Committee for Emergency Situations the approval of the classification of countries / territories in epidemiological risk areas.
  • The classification of countries / territories into areas of epidemiological risk is based on the cumulative incidence rate at 14 days, as follows:
  • Green area - where the cumulative incidence rate of new cases of illness in the last 14 days per 1.000 inhabitants is less than or equal to 1,5;
  • Yellow Zone - where the cumulative incidence rate of new cases of illness in the last 14 days per 1.000 inhabitants is between 1,5 and 3;
  • The Red Zone - where the cumulative incidence rate of new cases in the last 14 days per 1.000 inhabitants is greater than or equal to 3.
  • The classification provided in par. (3) shall be approved by Decision of the National Committee for Emergency Situations and shall be published in the Official Gazette of Romania as well as on the website www.insp.gov.ro.

Art.3 - They are exempted from the quarantine measure provided in art. 1 persons arriving on the territory of Romania from the Member States of the European Union, the European Economic Area or the Swiss Confederation, as follows :

  1. people coming from states within the area Verde or yellow and show proof of vaccination, proof of infection with SARS-CoV-2 virus infection in the last 180 days prior to entry into the country and for which at least 10 days have elapsed from date of confirmation to date of entry into the country or proof of negative RT-PCR testing for COVID-19 carried out no later than 72 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling by own means);
  2. persons arriving from states within the area Red and show proof of vaccination, proof of confirmation for SARS-CoV-2 virus infection in the last 180 days prior to entry into the country and for which at least 10 days have elapsed from the date of confirmation to the date of entry into the country;
  3. children under 12 years of age or older;
  4. children over 12 years of age and under 16 years of age, regardless of the country's risk area, if they test negative for an RT-PCR test for SARS-CoV-2 virus infection, performed at a maximum of 72 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling by their own means);
  5. unvaccinated persons or persons who have not been confirmed for SARS-CoV-2 virus infection in the last 180 days prior to entry into the country, who arrive from the red zone and remain in the national territory for a period of less than 3 days (72 hours ) if it shows a negative RT-PCR test for SARSCoV-2 virus infection, performed no more than 72 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling with own means). If the persons do not leave the national territory within 3 days (72 hours), with the information of the public health directorate of the county in which they live or where they have the address declared at the entrance to the country, they will be quarantined for a period of 14 days. , starting with the fourth day following the entry on the Romanian territory;
  • persons in transit, if they leave Romania within 24 hours of entering the country;
  • cross-border workers entering Romania from Hungary or Bulgaria, as well as Romanian citizens employed by economic operators from the mentioned countries, who upon entering the country prove their contractual relations with the respective economic operators;
  • pupils / students, Romanian citizens or citizens with domicile or residence outside Romania, who attend the courses of some educational institutions in Romania or abroad, commute daily to them and present supporting documents;
  • members of sports delegations, as well as artists and their staff who have not been vaccinated or who have not been confirmed for SARS-CoV-2 virus infection in the last 180 days before entering the country, who are arriving from the red zone to take part in sports competitions, respectively cultural, artistic or entertainment events organized in the national territory, if they show a negative result of an RT-PCR test for SARSCoV-2 infection performed no later than 72 hours before boarding (for those traveling by public transport) or entry into the national territory (for those who travel with their own means) and participate only in activities within the competitions or, as the case may be, the mentioned events;
  • drivers of vehicles with a maximum authorized capacity of more than 2,4 tonnes for the carriage of goods;
  • persons handed over to the Romanian authorities on the basis of readmission agreements, returned in an accelerated procedure;
  • members of diplomatic missions, consular posts, other diplomatic missions accredited in Bucharest and holders of diplomatic passports, on the basis of reciprocity, staff assimilated to diplomatic staff, members of the Romanian Diplomatic and Consular Corps and holders of diplomatic and service passports, unvaccinated or not have been confirmed for SARS-CoV-2 virus infection in the last 180 days before entering the country, arriving from the red zone and showing a negative RT-PCR test for SARS-CoV2 virus infection with a maximum of 72 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling by their own means);
  • pupils / students, Romanian citizens or citizens with domicile or residence outside Romania who have to take entrance exams or to complete their studies or who start their studies in educational units / institutions on the territory of the country or travel for activities related to starting, organizing , attendance or completion of studies, as well as their companions if they are minors, if they show a negative RT-PCR test for SARS-CoV-2 infection performed no later than 72 hours before boarding (for those traveling with means of public transport) or entry into the national territory (for those traveling by their own means) and present supporting documents;
  • aircraft pilots and their navigating personnel, as well as locomotive drivers and railway staff;
  • drivers with more than 9 seats in the seats, including the driver's seat, who provide passenger transport, if they provide proof of vaccination with full schedule and for which 10 days have elapsed since its completion or proof of confirmation for SARSCoV-2 virus infection in the last 180 days prior to entry into the country or shows the negative result of an RT-PCR test for SARS-CoV-2 infection performed no later than 72 hours before entry into the national territory, and the trip is carried out only for professional purposes;
  • navigating personnel disembarking from inland waterway vessels as well as on board passenger and medical evacuation vessels and helicopters as well as on board those operating in the exclusive economic zone of Romania, flying the Romanian or foreign flag, but under the management of a Romanian operator, in a Romanian port, provided that the personal protective equipment against COVID-19 is insured;
  • the Romanian seafarers who repatriate by any means of transport and those who exchange crew on board ships in Romanian ports, regardless of the flag they fly, at the entrance to the country, as well as at embarkation / disembarkation from the ship;
  • technical staff working on fixed and mobile oil and gas extraction platforms in the exclusive economic zone of Romania.

Art.4 - They are exempted from the quarantine measure provided in art. 1 persons arriving on the territory of Romania from third countries, regardless of their classification in the epidemiological risk area, as follows:

  1. people arriving from third countries, regardless of their classification in the epidemiological risk area and show proof of vaccination or confirmation of SARS-CoV-2 infection in the last 180 days prior to entry into the country and for which at least 10 days have elapsed from the date of confirmation to the date of entry into the country, accompanied by a negative test result RT-PCR for COVID-19 performed at most 48 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling by own means).
  2. children under 12 years of age or older;
  3. children over 12 years of age and under 16 years of age, if they test negative for an RT-PCR test for SARS-CoV-2 virus infection, performed no more than 48 hours before boarding (for those traveling with means of public transport) or entry into the national territory (for those traveling by their own means);
  4. unvaccinated persons or persons who have not been confirmed for SARS-CoV-2 virus infection in the last 180 days prior to entry into the country, who remain on the national territory for a period of less than 3 days (72 hours) if the result is negative an RT-PCR test for SARS-CoV-2 virus infection, performed no more than 48 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling on their own) ). If the persons do not leave the national territory within 3 days (72 hours), with the information of the public health directorate of the county in which they live or where they have the address declared at the entrance to the country, they will be quarantined for a period of 14 days. , starting with the fourth day following the entry on the Romanian territory;
  5. persons in transit, if they leave Romania within 24 hours of entering the country;
  • cross-border workers entering Romania from Serbia, Ukraine or the Republic of Moldova, as well as Romanian citizens employed by economic operators from the mentioned countries, who upon entering the country prove the contractual relations with the respective economic operators;
  • pupils / students, Romanian citizens or citizens with domicile or residence outside Romania, who attend the courses of some educational institutions in Romania or abroad, commute daily to them and present supporting documents;
  • members of sports delegations, as well as their artists and staff who are unvaccinated or who have not been confirmed
  • for SARS-CoV-2 virus infection in the last 180 days before entering the country, arrive for participation in sports competitions, respectively cultural, artistic or entertainment events, organized on the national territory, if it shows the negative result of an RT-PCR test for SARS-CoV-2 infection carried out no later than 48 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling on their own) and participating only in activities within competitions or, as the case may be, the events mentioned;
  • drivers of vehicles with a maximum authorized capacity of more than 2,4 tonnes for the carriage of goods;
  • persons handed over to the Romanian authorities on the basis of readmission agreements, returned in an accelerated procedure;
  • members of diplomatic missions, consular posts, other diplomatic missions accredited in Bucharest and holders of diplomatic passports, on the basis of reciprocity, staff assimilated to diplomatic staff, members of the Romanian Diplomatic and Consular Corps and holders of diplomatic and service passports, unvaccinated or not have been confirmed for SARS-CoV-2 virus infection in the last 180 days prior to entry into the country, arriving from third countries, regardless of their inclusion in the risk area and having a negative RT-PCR test for virus infection SARS-CoV-2 performed no more than 48 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling by own means);
  • pupils / students, Romanian citizens or citizens domiciled or residing outside Romania, who have to take entrance exams or to complete their studies or who start their studies in educational units / institutions in the country or travel for activities related to the beginning, the organization, attendance or completion of studies, as well as their companions if they are minors, if they show a negative RT-PCR test for SARS-CoV-2 infection performed no more than 48 hours before boarding (for travelers by public transport) or entry into the national territory (for those traveling by their own means) and present supporting documents;
  • employees of the national defense, public order and national security system who return to Romania from activities carried out in the professional interest abroad and are vaccinated or have been confirmed for SARS-CoV-2 virus infection in the last 180 days prior to entering the country. the country;
  • aircraft pilots and their navigating personnel, as well as locomotive drivers and railway staff;
  • drivers with more than 9 seats in the seats, including the driver's seat, who are transporting people if they are fully vaccinated and for which 10 days have elapsed since their completion or proof of SARS-CoV infection -2 in the last 180 days before entering the country or shows the negative result of an RT-PCR test for SARS-CoV-2 infection performed no later than 48 hours before entering the national territory, and the trip is made only for professional purposes ;
  • navigating personnel disembarking from inland waterway vessels as well as on board passenger and medical evacuation vessels and helicopters as well as on board those operating in the exclusive economic zone of Romania, flying the Romanian or foreign flag, but under the management of a Romanian operator, in a Romanian port, provided that the personal protective equipment against COVID-19 is insured;

Art.5 - 1. Evidence of the administration of the vaccine, including the date of completion of the complete vaccination schedule, required for the application of the exceptions provided for in this Decision, shall be provided by EU digital certificate on COVID-19, or in the case of natural persons from whose authorities do not issue European Union digital certificates for COVID-19 or documents compatible with those certificates, the proof shall be provided by means of a document, on paper or in electronic format, attesting to the vaccination, presented in the language of the country where the vaccine was administered and in English.

  • Proof of confirmation for infection with the SARS-CoV-2 virus, required in order to apply the exceptions provided for in this Decision, shall be provided by EU digital certificate on COVID, or in the case of natural persons from whose authorities do not issue European Union digital certificates on COVID-19 or documents compatible with those certificates, the proof shall be provided by means of a document, on paper or in electronic format attesting to the positive result. of the RT-PCR test, presented in the language of the country where the vaccine was given and in English.
  • Proof of testing for SARS-CoV-2 virus infection, required to apply the exceptions provided for in this Decision, shall be provided by EU digital certificate on COVID, or in the case of natural persons from countries whose authorities do not issue European Union digital certificates for COVID-19 or documents compatible with those certificates, the proof shall be provided by means of a document, on paper or in electronic format attesting to the negative result. an RT-PCR test for SARS-CoV-2 virus infection, performed no more than 48/72 hours before boarding (for those traveling by public transport) or entering the national territory (for those traveling with own means) and presented in the language of the country where the test was performed and in English.

Art.6 - (1) For special situations involving participation in family events related to birth, marriage or death, travel for medical interventions / treatments in cases that do not support postponement such as oncological conditions, chronic renal failure in the hemodialysis program, without limitation at these, exchange of identity documents, leaving the country, presentation at the vaccination center according to the schedule for vaccination, etc., can be analyzed the temporary suspension of the quarantine measure, based on supporting documents.

  • The analysis of the situations provided in par. (1) is carried out at the level of the county centers for coordination and management of the intervention and, the cases considered as justified, may be subject to the temporary suspension of the quarantine measure, by individual decision, issued by the Public Health Directorate.
  • The suspension decision shall mention the time frame for which it applies and the measures to prevent the spread of the new SARS-CoV-2 coronavirus.
