The new restrictive measures applied internally in Romania (Decision no. 20 of March 25, 2021)

The National Committee for Emergency Situations adopted Decision no. 20 of March 25, 2021. Through it it was updated Romania's yellow list, but also a series of new restrictive measures applied domestically.

Art.1 - It is proposed to amend and supplement the measures taken to prevent the spread and control of infections caused by the SARS-CoV-2 virus, valid during the alert period, as follows:

• Reducing the time interval, during which the movement of persons outside the home / household is allowed without restrictions, in localities where the cumulative incidence in the last 14 days is higher than 4 per 1.000 inhabitants and less than 7,5 per 1.000 inhabitants, until at 20:00, for Fridays, Saturdays and Sundays. The applicability of the measure ceases when the incidence rate accumulated in the last 14 days falls below 3,5 per 1.000 inhabitants.

Travel outside the home is limited

• Reduction of the time interval, during which the movement of persons outside the home / household is allowed without restrictions, in localities where the cumulative incidence in the last 14 days is higher than 7,5 per 1.000 inhabitants, until 20:00 during the entire of the week. The applicability of the measure ceases when the incidence rate accumulated in the last 14 days falls below 7 per 1.000 inhabitants and the measure provided in let. a).

• Limitation of the time interval in which it is allowed to carry out the activity of economic operators carrying out trade / service activities in closed and / or open spaces, public and / or private, in localities where the cumulative incidence in the last 14 days is higher than 4 per 1.000 inhabitants and less than 7,5 per 1.000 inhabitants, until 18:00 for Fridays, Saturdays and Sundays. The applicability of the measure ceases when the incidence rate falls below 3,5 per 1.000 inhabitants.

• Limiting the time interval in which it is allowed to carry out the activity of economic operators carrying out trade / service activities in closed and / or open spaces, public and / or private, in localities where the cumulative incidence in the last 14 days is higher than 7,5 , 1.000 per 18 inhabitants, until 00:7 throughout the week. The applicability of the measure ceases when the incidence rate falls below 1.000 per XNUMX inhabitants and the measure provided in let. c).

Information on the suspension of the activity of economic operators

• Suspension of the activity of economic operators carried out in closed spaces in the field of gyms / fitness, in localities where the cumulative incidence of cases in the last 14 days is higher than 4 per 1.000 inhabitants. The applicability of the measure ceases when the incidence rate falls below 3,5 per 1.000 inhabitants.

• During the periods 03.04-04.04.2021 and 01.05–02.05.2021, the movement of persons outside the home / household is allowed, in the time interval 20: 00-02: 00 for traveling and participation in religious services.

• On 27.03.2021 and 28.03.2021, the movement of persons outside the home / household is allowed, in the time interval 1800-2200 for traveling and participating in religious services officiated for the Passover holiday.

Art.2 - By exception of the provisions of art. 1, lit. c) and d), in the time interval 18: 00-05: 00, the economic operators can activate only in relation to the economic operators with home delivery activity.

Art.3 - The line ministries are empowered to amend the common orders regulating the conditions for carrying out the activity of economic operators to limit the spread of COVID-19, in order to establish concretely the maximum number of persons allowed simultaneous access inside their premises relative to the area of ​​objectives.

Art.4 - "Cumulative incidence in the last 14 days" means the cumulative incidence of cases calculated over a period of 14 days, between the 17th and 3rd day, prior to the date on which it is performed, by reference to the number of cases. people from each locality, updated weekly by the Directorate for Population Records and Database Administration.

• Every day, based on the results of the tests of the newly confirmed persons, managed in the “corona-forms” application, the Special Telecommunications Service will automatically present, at 10:00, on the “alerte.ms.ro” platform the result of the incidence rate calculation according to the formula in para. (1).

That being said, travel outside the home is limited after 20:00, but during Easter it is free to go to church. The current measures are not the most logical and well thought out, but they must be respected. You can travel in case of need based on a statement from the employer if it is in the interest of the service or a statement on your own responsibility (both can be downloaded from stirioficiel.ro).
