Dubai on Sunday announced a new protocol for UAE citizens, residents and tourists traveling to or from Dubai airports. The new protocol announced will open the borders of the United Arab Emirates for tourists.

Supreme Committee for Crisis and Disaster Management said it had decided to allow foreign nationals with residence visas issued in Dubai to return to Dubai from tomorrow (Monday - June 22).

It will also allow citizens and residents to travel to any foreign country from Tuesday, 23 June, provided that the countries of destination agree to receive them. Obviously, they should follow the precautions imposed by the countries visited.

The Committee also decided that the United Arab Emirates will receive tourists from 7 July 2020. The new decisions are supported by protocols and preventive measures designed to protect the health and well-being of all passengers traveling to or from Dubai airports.

In order to travel to the United Arab Emirates (including Dubai), you must comply with the protocol and measures required:

  • the tourist is obliged to present a negative COVID-19 certificate or, if he does not have this certificate, to take the test at Dubai airports;
  • the tourist must strictly follow the prevention measures and safety procedures established by Dubai;
  • positive confirmed COVID-19 cases will be isolated for 14 days;
  • Health insurance, COVID-19 test and completed health declaration form are mandatory for tourists visiting Dubai.

Tourists traveling by plane to Dubai must ensure that they meet all the requirements to enter the United Arab Emirates. Downloading the COVID-19 DXB application and recording travel details are essential. The application facilitates easy coordination and communication with health authorities in case symptoms of COVID-19 occur.

In addition to completing the "Health Statement" before boarding, the tourist should ensure that he has a valid health insurance to enter the country. The airline has the right to refuse boarding at the airport of departure if there are suspicions and symptoms of COVID-19.

The tourist must take a PCR test with a maximum validity of four days (96 hours) before the travel date. Thus the tourist will have to prove that he has not been infected with the virus. If they cannot provide a negative COVID-19 test, they will be subjected to a PCR test at the airport. Heat scanning will be applied to the Arrival stream.

If a passenger is suspected of having COVID-19 symptoms, Dubai airports have the right to re-test it to make sure it does not have the virus. It is mandatory for the tourist, who is tested positive for COVID-19, to register his details in the COVID-19 DXB application and to isolate himself at his own expense at his own location or provided by the government for 14 days.

In conclusion, The United Arab Emirates (including Dubai) will be open to tourists from 7 July 2020. And tourists must document and comply with all prevention protocol and safety procedures established by the United Arab Emirates.
