Bulgaria: new legal provisions on the acquisition of tolls (TOLL) for freight and passenger transport

The Ministry of Foreign Affairs informs the Romanian citizens who are, transit or intend to travel to the Republic of Bulgaria that, starting with July 2022, new provisions regarding the entry into force of tolls (TOLL) for the movement of goods and passenger vehicles.

Thus, starting with July 1, 2022, the category II national roads will be included in the TOLL type toll system for freight and passenger vehicles, and the amount of these tolls for motorways and category I national roads will be increased in two stages. Thus, the increase of the amount of taxes for means of transport of goods and passengers weighing more than 3,5 tons will be achieved starting with July 1, 2022 and, respectively, January 1, 2023.

Fees for electronic vignettes in Bulgaria, for means of transport weighing up to 3,5 tons, shall be reduced by 10% starting with January 1, 2023; until December 31, 2022, their amount remains unchanged.

A. For means of transport weighing between 3,5 and 12 tons, depending on their ecological category, the following tolls will be paid until 31 December 2022:

• between 6 and 9 stotinci (100 stotinci = 1 leva) for each kilometer traveled on the highway;

• between 5 and 8 stotinci per kilometer traveled on national roads of category I;

• between 2 and 3 stumps per kilometer traveled on national roads of category II.

For means of transport weighing between 3,5 and 12 tons, depending on their ecological category, the following tolls will be paid, starting with January 1, 2023:

• between 10 and 13 stotinci for each kilometer traveled on the highway;

• between 6 and 9 stotinci per kilometer traveled on national roads of category I;

• between 4 and 7 stumps per kilometer traveled on national roads of category II.

B. For means of transport weighing more than 12 tons, with 2 or 3 axles, depending on their ecological category, the following tolls shall be paid until 31 December 2022:

• between 16 and 20 stotinci for each kilometer traveled on the highway;

• between 13 and 17 stotinci per kilometer traveled on national roads of category I;

• between 9 and 11 stumps per kilometer traveled on national roads of category II.

For means of transport weighing more than 12 tons, having 2 or 3 axles, depending on their ecological category, the following tolls shall be paid, starting with January 1, 2023:

• between 26 and 30 stotinci for each kilometer traveled on the highway;

• between 22 and 25 stotinci per kilometer traveled on national roads of category I;

• between 19 and 23 stumps per kilometer traveled on national roads of category II.

C. For means of transport weighing more than 12 tons, having 4 or more axles, depending on their ecological category, the following tolls shall be paid until 31 December 2022:

• Within a / from 15 stumps per kilometer traveled on national roads of category II for means of transport of category EURO VI, EEV and 32 stumps for means of transport of category EURO 0, I, II, for every kilometer traveled on the highway.

For means of transport weighing more than 12 tonnes, having 4 or more axles, depending on their ecological category, the following tolls shall be paid from 1 January 2023:

• Within a / from 29 stumps per kilometer traveled on national roads of category II for means of transport of category EURO VI, EEV and 43 stumps for means of transport of category EURO 0, I, II, for every kilometer traveled on the highway.

D. For coaches weighing between 3,5 and 12 tons, depending on their category and class, the following tolls will be paid, until December 31, 2022: between 1 and 5 stotinci for each kilometer traveled, and from of January 1, 2023, between 2 and 8 stotinci.

E. For coaches weighing more than 12 tons, depending on their category and class, will be paid as tolls, until December 31, 2022, between 2 and 6 stotinci for each kilometer traveled, and from January 1 2023, between 3 and 9 stotinci.

In this context, the importance of correctly informing Romanian drivers, the timely purchase of electronic vignettes and the proper payment of TOLL tolls for the use of public road infrastructure in Bulgaria is underlined, in accordance with the legislation in force.
