The new anti-covid measures adopted by CNSU in Romania: lockdown at night, extended vacation, use of digital certificate for access to various public places! (October 22, 2021)

National Committee for Emergency Situations adopted the decision no. 91, of October 22, 2021, with the aim of establishing additional measures in order to manage the public health risk caused by the large number of SARS-CoV-2 virus infections. Below is a brief summary of these measures.

It is proposed that a night lockdown be established for 30 days, between 22:00 and 05:00. Persons exempted from this measure: persons completely vaccinated (for whom at least 10 days have elapsed since the booster); infected people who are between the 15th and 180th day of the infection are confirmed. Exceptions are also those who travel in the interest of work and have a supporting document, but also to passengers whose time interval overlaps with the lockdown.

The activity of economic operators will be prohibited between 21:00 and 05:00, for 30 days. Economic operators can only operate in relation to economic operators with home delivery activity.

The activity with the public of economic operators carrying out activities of preparation, marketing and consumption of food and / or alcoholic and non-alcoholic beverages, such as restaurants, cafes, etc., inside buildings as well as on terraces is allowed up to 50% of maximum space capacity, in the time slot 05:00-21:00.

Bars, clubs and discos will be closed. At the same time, it is proposed to ban, for a period of 30 days, the organization and conduct of private events (weddings, baptisms, festive meals, etc.), training courses, workshops and conferences, as well as concerts and shows organized in other spaces. open or closed except for those specially designed which belong to performance and / or concert institutions.

It is proposed that, for a period of 30 days, sports competitions can be organized and held in Romania without the participation of spectators.

It is proposed that access to all activities and events organized within the 30-day period for which the measures in this decision are proposed, as well as access to shopping malls, accommodation units, restaurants, cafes or other public catering establishments where consume marketed food or alcoholic or non-alcoholic beverages, be permitted only to persons who have been vaccinated or become ill and who are in the period from the 15th to the 180th day following confirmation of SARS-CoV-2 virus infection.

The Ministry of Education is empowered to issue the ministerial order for granting an additional two-week vacation for preschool, primary, secondary, high school, vocational and post-secondary education between 25.10.2021-05.11.2021, as well as for subsequent establishment, but no longer no later than 05.11.2021 of the changes regarding the structure of the school year.
