The government extended the alert for 30 days, maintaining the restrictions introduced at the end of last month. Thus, the night quarantine remains valid, access to non-essential stores or malls will continue to be allowed only to people with COVID-19 digital certificate obtained after vaccination or going through illness, and private events, such as weddings or baptisms, are forbidden.   • 1.   • 3. It is proposed to maintain the obligation of residential social service providers to organize their program according to the existing epidemiological context at local level and in compliance with the rules in force on labor legislation.   • 4. It is proposed to maintain restrictions on the organization and holding of rallies, demonstrations, processions, concerts, shows, training courses, workshops, conferences or other gatherings, the organization of private events (weddings, baptisms, festive meals and the like), as well as meetings of the nature of cultural, scientific, artistic, sports or entertainment activities in open or closed spaces and their conduct under the conditions of points 9-19.

  • 9. It is proposed to maintain the possibility of carrying out physical training activities within sports structures and bases, consisting of training camps, trainings and sports competitions organized in Romania only under the conditions established by the joint order of the Minister of Youth and Sports and Health.

10. It is proposed that the development of sports competitions on the territory of Romania, in closed or open spaces, can be carried out without the participation of spectators, under the conditions established by the joint order of the Minister of Youth and Sports and the Minister of Health.

  • 11. It is proposed that the activities of museum institutions, libraries, bookstores, cinemas, film and audiovisual production studios, performance and / or concert institutions, folk, art and craft schools, and cultural events indoors or open, to be carried out only under the conditions established by the joint order of the Minister of Culture and the Minister of Health.

  • 12. It is proposed that, under point 11, the organization and operation of cinemas, performance and / or concert venues in closed or open spaces be permitted with the participation of the public up to 30% of the maximum capacity of the space and the protective masks. 13. It is proposed to maintain the organization and conduct of specific activities in the diplomatic field, including at the headquarters of diplomatic missions and consular offices accredited in Romania, so as to ensure an area of ​​at least 4 square meters for each participant and to comply with health protection rules.

  • 18. It is proposed to maintain the measure regarding the organization of rallies and demonstrations with a maximum number of participants of 100 people and the wearing of a protective mask. It is proposed that participation be allowed only for persons who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, ie persons who are in the period between the 15th and the 180th day after confirmation of SARS-CoV-2 virus infection.

  • d) travel for justified reasons, such as caring for / accompanying the child, assisting the elderly, sick or disabled or the death of a family member;
  • e) the movement of persons who are vaccinated against SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination schedule, respectively of persons who are in the period between the 15th and 180th day after confirmation of infection with SARS-CoV-2 virus and proving that these conditions are met by means of the European Union digital certificate for COVID-19 or by documents, on paper or in electronic format, attesting to vaccination or the existence of a positive antigen test or RT-PCR for SARS-CoV-2 in the last 180 days.

  • 21. It is proposed that when verifying the reason for moving in professional interest, provided in point 20 let. a), the persons to present, at the request of the competent authorities staff, the service card or the certificate issued by the employer or a declaration on their own responsibility, completed in advance.

  • 22. It is proposed that when verifying the reason for moving in personal interest, provided in point 20 let. b) -d), the persons to present, at the request of the staff of the competent authorities, a declaration on their own responsibility, completed in advance.

  • 25. It is proposed to exempt the following categories of flights from the provisions of point 24:
  • a) performed with state aircraft;
  • b) transport of goods and / or correspondence;
  • c) humanitarian or providing emergency medical services;
  • d) for search-rescue or intervention in emergency situations, at the request of a Romanian public authority;
  • e) with the purpose of transporting the technical intervention teams, at the request of the economic operators established in Romania;
  • f) non-commercial technical landings;
  • g) positioning of aircraft, without commercial ferry type cargo;
  • h) techniques for performing works on aircraft;
  • i) performed by air carriers holding an operating license in accordance with European Union regulations, by irregular flights (charter), for the transport of seasonal workers or for the repatriation of foreign nationals, from Romania to other states, with the approval of the Romanian Civil Aviation Authority and the competent authority of the State of destination;
  • j) performed by air carriers holding an operating license in accordance with European Union regulations, by irregular flights (charter), from other states to Romania for the repatriation of Romanian citizens, with the approval of the Romanian Civil Aviation Authority, based on the agreement of the Ministry of Internal Affairs and Ministry of Foreign Affairs;
  • k) carried out by air carriers holding an operating license in accordance with European Union regulations, by irregular flights (charter), for the transport of workers in the transport sector provided in Annex no. 3 to the Communication on the implementation of Green Lanes under the Guidelines on border management measures to protect health and ensure the availability of essential goods and services - C (2020) 1897, of 23.03.2020, from Romania to other states and from other states to Romania, with the approval of the Romanian Civil Aeronautical Authority and of the competent authority of the destination state.

26. It is proposed to maintain the ban on road transport of persons by occasional services, as well as to supplement regular travel, in accordance with the regulations in force, in order to participate in religious processions and / or pilgrimages to places where these activities take place.

  • 27. It is proposed to maintain the temporary closure, in whole or in part, of the following state border crossing points:

  • 28. It is proposed that participation be allowed only for persons who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, ie persons who are in the period between the 15th and the 180th day after confirmation of SARS-CoV-2 virus infection.

  • 29. It is proposed that the measures provided for in point 28 also apply to economic operators engaged in the preparation, marketing and consumption of food and / or alcoholic and non-alcoholic beverages in enclosed public spaces which have a roof, ceiling or ceiling and which are delimited by at least two walls, regardless of their nature or temporary or permanent character.

30. It is proposed that, in the event that the activity of the economic operators referred to in points 28 and 29 be restricted or closed, the preparation of food and the marketing of food and alcoholic and non-alcoholic beverages not consumed in those premises be permitted.

  • 31. It is proposed that the preparation, marketing and consumption of food and alcoholic and non-alcoholic beverages be permitted in specially designed outdoor spaces, in compliance with the health protection measures established by the joint order of the Minister of Health, the Minister of Economy , entrepreneurship and tourism and the president of the National Sanitary Veterinary and Food Safety Authority.   • 32. It is proposed that work with the public in shopping centers and parks be allowed only for persons who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, ie persons who are in the period between the 15th and 180th day after confirmation of SARSCoV2 virus infection. It is proposed that the measure not apply to persons presenting to vaccination centers for the administration of a dose of vaccine, if dedicated and controlled entry, movement and exit colors are established in / from shopping centers and parks.

It is proposed that the public activity of economic operators whose main object of activity be the marketing of non-food products should only be allowed for persons who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination, respectively the persons who are in the period between the 15th and the 180th day after the confirmation of the SARS-CoV-2 virus infection. It is proposed that the measure should not apply to pharmaceutical units located outside shopping centers and parks, as well as to petrol stations.

  • 35. It is proposed that accommodation in tourist reception facilities be allowed only for persons who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination scheme, ie persons who are in the period between the 15th and 180th day after confirmation of SARS-CoV-2 virus infection.

36. It is proposed to maintain the ban on bars, clubs and discos.

  • 37. It is proposed that economic operators carrying out trade / service activities in closed and / or open spaces, public and / or private, including inside shopping centers and parks, organize and carry out their activity within the time interval 0500- 2100.

  • 38. It is proposed that, as an exception to the provisions of point 37, in the time interval 2100-0500, economic operators may operate only in relation to economic operators with home delivery activity.

  • 39. It is proposed that, with the exception of the provisions of point 37, between 2100 and 0500, pharmaceutical establishments, petrol stations, economic operators with home delivery activity, as well as economic operators in the field of road transport of persons and goods carry out the activity in normal work regime, in compliance with the sanitary protection norms.

  • 40. It is proposed that air transport continue to be carried out in compliance with measures and restrictions relating to the hygiene and disinfection of common areas, equipment, means of transport and aircraft, procedures and protocols inside airports and aircraft, rules of conduct for airport, air staff and for passengers, as well as on informing staff and passengers, in order to prevent contamination of passengers and staff operating in the field of air transport, under the conditions established by joint order of the Minister of Transport and Infrastructure, the Minister of Health and the Minister of Internal Affairs.

  • 41. It is proposed that rail transport continue to be carried out in compliance with measures and restrictions relating to the hygiene and disinfection of common areas in stations, stops, stations or stopping points, train equipment and fittings, procedures and protocols inside stations, stops. , stations or stopping points, but also inside wagons and train sets, the degree and occupancy of rolling stock, the rules of conduct for operators and passengers, as well as for informing staff and passengers, in order to prevent contamination of passengers and staff working in the field of rail transport, under the conditions established by joint order of the Minister of Transport and Infrastructure, the Minister of Health and the Minister of Internal Affairs.

  • 42. It is proposed that road transport continue to be carried out in compliance with measures and restrictions relating to the hygiene and disinfection of means of transport of persons, procedures and protocols within means of transport, the degree and occupation of means of transport, rules of conduct for operator and passenger personnel, as well as on informing personnel and passengers, in order to prevent contamination of passengers and personnel working in the field of road transport, under the conditions established by joint order of the Minister of Transport and Infrastructure, the Minister of Health and the Minister of Internal Affairs.

  • 43. It is proposed that shipping should continue to be carried out in compliance with measures and restrictions relating to the hygiene and disinfection of passenger ships, the procedures and protocols inside passenger ships, the degree and occupation of passenger ships, the rules of conduct for operators and passengers, as well as for informing staff and passengers, in order to prevent contamination of passengers and personnel working in the field of shipping, under the conditions established by joint order of the Minister of Transport, Infrastructure and Communications, the Minister of Health and the Minister internal affairs.

44. It is proposed that the domestic and international transport of goods and persons continue to take place, under the conditions established by joint order of the Minister of Transport and Infrastructure, the Minister of Health and the Minister of Internal Affairs.

It is proposed that the activity with the public of economic operators in enclosed spaces in the field of gyms / fitness, be allowed, without exceeding 30% of the maximum capacity of the space, ensuring an area of ​​at least 4 sqm for each person.   • 48. It is proposed that the public activity of licensed economic operators in the field of gambling be allowed up to 30% of the maximum capacity of the space.   • 50. It is proposed that the activity of economic operators managing children's playgrounds in closed or open spaces be allowed without exceeding 30% of the maximum capacity of the space and only in the time interval 0500-2100. It is proposed that participation be allowed only for persons who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, ie persons who are in the period between the 15th and the 180th day after confirmation of SARS-CoV-2 virus infection.

  • 51. It is proposed to maintain the obligation of economic operators carrying out spa treatment activities to comply with the prevention rules established by order of the Minister of Health.

  • 52. It is proposed to maintain the obligation of economic operators carrying out gambling activities, personal care, tourist reception with accommodation functions, as well as office work activities with common spaces in an open system to comply with the prevention rules established by the common order of the Minister of Economy, Entrepreneurship and Tourism and the Minister of Health.

  • 53. It is proposed to maintain the obligation for public institutions and authorities, economic operators and professionals to organize the activity so as to ensure, on entry into the premises, mandatory epidemiological triage and mandatory hand disinfection, both for their own staff and for visitors, under the conditions established by joint order of the Minister of Health and the Minister of Internal Affairs.

  • 54. It is proposed to maintain the obligation that the activity at the level of dental offices and non-COVID health units, be carried out only under the conditions established by order of the Minister of Health.

  • 55. It is proposed to maintain the obligation for the activity in the nurseries to be carried out only in compliance with the conditions established by joint order of the Minister of Education, the Minister of Labor and Social Protection and the Minister of Health.

56. It is proposed that the activity of economic operators carrying out after-school activities be carried out in compliance with measures to prevent and limit the spread of SARS-CoV-2 infections.

  • 57. It is proposed to allow teaching and other specific activities in educational units / institutions as well as to organize and conduct examinations for pupils, teachers, provided that the preventive measures established by joint order of the Minister of Education and the Minister are observed. health.

  • 58. It is proposed that in the event of 3 cases of SARS-CoV-2 illness within 7 consecutive days, in the spaces intended for the accommodation of pupils or students, the measure of closing the building for a period of 14 days be instituted. For pupils / students who do not have the possibility to go home or another location, it is proposed to ensure, by the responsible educational unit, the accommodation in quarantine conditions, as well as the necessary measures to support the provision of basic needs.

  • 59. It is proposed that the activity of agri-food markets, including flying markets, defined according to art. 7 para. (1) of the Government Decision no. 348/2004 on the exercise of trade in market goods and services in some public areas, with subsequent amendments and completions, to be carried out under the conditions established by joint order of the Minister of Development, Public Works and Administration, the Minister of Agriculture and Rural Development, the Minister Health and the Minister of Labor and Social Protection.

  • 60. It is proposed that the activity of fairs, fairs and flea markets, defined according to art. 7 para. (1) of the Government Decision no. 348/2004, with subsequent amendments and completions, to be allowed without exceeding 30% of the maximum capacity of the space, under the conditions established by joint order of the Minister of Development, Public Works and Administration, the Minister of Agriculture and Rural Development, the Minister of Health and of the Minister of Labor and Social Protection. It is proposed that participation be allowed only for persons who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, ie persons who are in the period between the 15th and the 180th day after confirmation of SARS-CoV-2 virus infection.

  • 61. It is proposed to maintain the obligation to organize the work program in telework or home work for at least 50% of the employees, and where the specificity of the activity does not allow telework or work at home the work program to be organized and carried out in exchange, with strict observance of sanitary protection measures.

  • 62. It is proposed that the organization of work at the workplace be carried out in compliance with the legal provisions issued by the competent authorities regarding the prevention of contamination with the new coronavirus SARS-CoV-2, in order to ensure the safety and health of workers, taking into account and the degree of vaccination of employees in that workplace, attested by a vaccination certificate against the SARS-CoV-2 virus presented by employees for whom 10 days have elapsed since the completion of the complete vaccination schedule and the number of employees in the interval of 180 days from the date of the positive test, for employees who have been confirmed positive for SARS-VOC-2 virus infection, who hold and present to the employer a certificate issued by the family doctor.

  • 63. 65. It is proposed that the measures provided for in point 63 also apply to economic operators operating in buildings with private offices in which at least 50 persons work simultaneously.

  • 66. It is proposed that public institutions and economic operators take the necessary measures to ensure access to public services provided, in urgent situations (eg issuance of death certificate, birth certificate and the like) and to persons who do not prove vaccination, testing or the cure of SARS-CoV-2 virus infection by organizing work in an online environment, in open spaces, at counters located directly outside buildings or in any other conditions that ensure compliance with measures to prevent the spread of SARS-CoV-2 XNUMX.

  • 67. It is proposed that persons who do not show vaccination, testing or cure of SARS-CoV-2 virus infection should be allowed in places of worship, religious services, including collective services and prayers, and in places of worship. public catering in which food and alcoholic or non-alcoholic beverages are sold outside shopping malls, fairs, fairs and flea markets, wearing a protective mask and complying with health protection regulations.

  • 68.   • 71. It is proposed that daily, based on the results of the tests of the newly confirmed persons, managed in the application “corona-forms”, the Special Telecommunications Service automatically present, at 10:00, on the platform “alerte.ms.ro” the result of the rate calculation incidence according to the formula in point 68.

  • 72. It is proposed that the certification of vaccination, testing or cure of SARS-CoV-2 virus infection be carried out by means of digital certificates of the European Union on COVID-19, in accordance with the provisions of Government Emergency Ordinance no. 68/2021 on the adoption of measures for the implementation of the European framework for the issuance, verification and acceptance of the European Union digital certificate on COVID to facilitate free movement during the COVID-19 pandemic, as subsequently amended and supplemented or in the case of individuals from countries whose authorities do not issue European Union digital certificates for COVID-19 or documents compatible with those certificates, the proof must be provided by means of a document, on paper or in electronic format, certifying the vaccination, testing or SARS-CoV-2 virus infection.

  • 73. It is proposed to maintain the obligation for economic operators / operators operating under this Directive to scan the QR code on the European Union digital certificate for COVID-19 using the "Internal Rules Verification" section of the "Check DCC" mobile application for authenticity, the validity and integrity of the certificate, without withholding any data or information from the verified certificate or paper or electronic documents attesting to the vaccination, testing or cure of SARS-CoV-2 virus infection.

  • 74. It is proposed to exempt persons from the measures provided for in this Decision who are 12 years of age or younger and who are accompanied by a person over the age of 18 who demonstrates vaccination against the SARS-CoV-2 virus. and for which 10 days have elapsed since the completion of the complete vaccination schedule, respectively which is in the period between the 15th and 180th day following the confirmation of SARS-CoV-2 virus infection.
