In Romania, the protective mask is mandatory in all spaces. According to the new rules adopted, it must be only medical type or FFP2 masks. The decision was made on Wednesday by the Emergency Situations Committee, which set an extension of the alert and restrictions that will be in place in the context of the 5th wave of the pandemic.

The CNU decision aims to extend the state of alert in Romania for another 30 days, starting with January 8. The new measures decided by CNSU are to be approved by government decision.

Shops and restaurants can remain open until 22.00:1. There will be limitations for the activity of restaurants, for shows or sporting events, depending on the infection rate in each locality. With an incidence of COVID of less than 1000 in 50 inhabitants, most activities will be allowed at a capacity of 3% for vaccinated, sick, or negative COVID testers. At incidence over 1000 per 30, the capacity will be XNUMX%.

We fully reproduce the decision No. 1 of January 5, 2022 adopted by CNSU:

  • 1. It is proposed to maintain the operational coordination of public ambulance services and voluntary services for emergencies by the county inspectorates / Bucharest-Ilfov for emergencies, and the coordination of local police by the General Police Directorate of Bucharest / county inspectorates of police.
  • 2. It is proposed to maintain the continuity of the activity of residential centers for the care and assistance of the elderly, residential centers for children and adults, with and without disabilities, as well as for other vulnerable categories, as well as the obligation to establish the work schedule of employees. county public health, respectively of Bucharest municipality.
  • 3. It is proposed to maintain the obligation of residential social service providers to organize their program according to the existing epidemiological context at local level and in compliance with the rules in force on labor legislation. The activity at the level of these services will be organized and carried out in compliance with the rules for preventing the spread of the SARS-CoV-2 virus established by the competent authorities.
  • 4. It is proposed to maintain the obligation to carry out, on a permanent basis, the activity of all operational centers for emergency situations with temporary activity, as well as the National Center for Coordination and Management of Intervention and county / Bucharest centers for coordination and management of intervention .

6. Exceptions from the measure provided for in point 5, the following categories of persons:

  • a) children under the age of 5;
  • b) persons who are alone in the office;
  • c) TV presenters and their guests, provided that the distance of 3 meters between persons is observed;
  • d) the representatives of the religious cults, during the services, provided that the distance of 3 meters between persons is observed;
  • e) speakers in closed or open spaces provided that the distance of at least 3 meters between them and any of the other persons in the public is observed;
  • f) persons who carry out intense physical activities and / or in demanding working conditions (high temperatures, high humidity, etc.) or sports activities.
  • 7. It is proposed to maintain the possibility of isolating and quarantining persons arriving from countries with a high epidemiological risk under the conditions established by Decision of the National Committee for Emergency Situations / order of the Minister of Health.
  • 8. It is proposed to maintain weekly testing, through the care of the public health directorates, care and assistance staff, specialist and auxiliary staff working in residential care and assistance centers for the elderly, residential centers for children and adults, with and without disabilities, as well as for other vulnerable categories.
  • 9. SIt proposes to maintain restrictions on the organization and conduct of rallies, demonstrations, processions, concerts, shows, training courses, workshops, conferences or other gatherings, the organization of private events (weddings, baptisms, festive meals and the like), and of meetings of the nature of cultural, scientific, artistic, sporting or entertainment activitiest in open or closed spaces and their development under the conditions of points 10-25.
  • 10. It is proposed to maintain the possibility of carrying out physical training activities within sports structures and bases, consisting of training camps, trainings and sports competitions organized in Romania only under the conditions established by the joint order of the Minister of Youth and Sports and Health.
  • 11. It is proposed that the organization and development of sports competitions on the territory of Romania, in closed or open spaces, can be done, only in the time interval 5,00-22,00, with the participation of spectators up to 50% of the maximum capacity of the space, their distribution over the entire surface of the arena, ensuring a minimum distance of 2 meters between people and wearing protective masks, in counties / localities where the cumulative incidence rate at 14 days is less than or equal to 1 / 1.000 inhabitants. It is proposed that participation be permitted only for persons who are vaccinated against SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, persons who test negative for an RTPCR test for SARS-CoV-2 virus infection. CoV-72 not older than 2 hours or the certified negative result of a rapid antigen test for SARS-CoV-48 virus infection not older than 15 hours, respectively persons in the period between the 180th day and the 2th day after confirmation of SARS-CoV-XNUMX virus infection.
  • 12.   • 14. It is proposed that, under point 20, in order to prevent the spread of SARS-CoV-2 virus infections, the organization of religious processions and / or pilgrimages be permitted only in accordance with the rules of health protection established by order of the Minister of Health. the opinion of the State Secretariat for Cults.
  • 22. It is proposed to maintain the ban on outdoor recreational and sporting activities, with the exception of those with a maximum of 10 people not living together. 29. It is proposed that the following categories of flights be exempted from the measures adopted pursuant to point 28:

It is proposed that, as an exception to the provisions of point 42, between 22,00 and 05,00, the pharmaceutical units, petrol stations, economic operators with home delivery activity, as well as economic operators in the field of road transport of persons and goods to be able to carry out their activity in normal working regime, in compliance with the norms of sanitary protection.
  • 45. It is proposed that air transport continue to be carried out in compliance with measures and restrictions on hygiene and disinfection of common areas, equipment, means of transport and aircraft, procedures and protocols inside airports and aircraft, rules of conduct for airport staff, and for informing staff and passengers, in order to prevent contamination of passengers and personnel operating in the field of air transport, under the conditions established by joint order of the Minister of Transport and Infrastructure, the Minister of Health and the Minister of Internal Affairs.
  • 46.
