In Romania, the protective mask is mandatory in all spaces. According to the new rules adopted, it must be only medical type or FFP2 masks. The decision was made on Wednesday by the Emergency Situations Committee, which set an extension of the alert and restrictions that will be in place in the context of the 5th wave of the pandemic.

The CNU decision aims to extend the state of alert in Romania for another 30 days, starting with January 8. The new measures decided by CNSU are to be approved by government decision.

Shops and restaurants can remain open until 22.00:1. There will be limitations for the activity of restaurants, for shows or sporting events, depending on the infection rate in each locality. With an incidence of COVID of less than 1000 in 50 inhabitants, most activities will be allowed at a capacity of 3% for vaccinated, sick, or negative COVID testers. At incidence over 1000 per 30, the capacity will be XNUMX%.

We fully reproduce the decision No. 1 of January 5, 2022 adopted by CNSU:

1. It is proposed to maintain the operational coordination of public ambulance services and voluntary services for emergencies by the county inspectorates / Bucharest-Ilfov for emergencies, and the coordination of local police by the General Police Directorate of Bucharest / county inspectorates of police.

2. It is proposed to maintain the continuity of the activity of residential centers for the care and assistance of the elderly, residential centers for children and adults, with and without disabilities, as well as for other vulnerable categories, as well as the obligation to establish the work schedule of employees. county public health, respectively of Bucharest municipality.

3. It is proposed to maintain the obligation of residential social service providers to organize their program according to the existing epidemiological context at local level and in compliance with the rules in force on labor legislation. The activity at the level of these services will be organized and carried out in compliance with the rules for preventing the spread of the SARS-CoV-2 virus established by the competent authorities.

4. It is proposed to maintain the obligation to carry out, on a permanent basis, the activity of all operational centers for emergency situations with temporary activity, as well as the National Center for Coordination and Management of Intervention and county / Bucharest centers for coordination and management of intervention .

5. It is proposed to maintain the obligation to wear a protective mask only medical type or FFP2, so as to cover the mouth and nose, in all closed and open public spaces, under the conditions established by the joint order of the Minister of Health and the Minister of Internal Affairs.

6. Exceptions from the measure provided for in point 5, the following categories of persons:

a) children under the age of 5;
b) persons who are alone in the office;
c) TV presenters and their guests, provided that the distance of 3 meters between persons is observed;
d) the representatives of the religious cults, during the services, provided that the distance of 3 meters between persons is observed;
e) speakers in closed or open spaces provided that the distance of at least 3 meters between them and any of the other persons in the public is observed;
f) persons who carry out intense physical activities and / or in demanding working conditions (high temperatures, high humidity, etc.) or sports activities.

7. It is proposed to maintain the possibility of isolating and quarantining persons arriving from countries with a high epidemiological risk under the conditions established by Decision of the National Committee for Emergency Situations / order of the Minister of Health.

8. It is proposed to maintain weekly testing, through the care of the public health directorates, care and assistance staff, specialist and auxiliary staff working in residential care and assistance centers for the elderly, residential centers for children and adults, with and without disabilities, as well as for other vulnerable categories.

9. SIt proposes to maintain restrictions on the organization and conduct of rallies, demonstrations, processions, concerts, shows, training courses, workshops, conferences or other gatherings, the organization of private events (weddings, baptisms, festive meals and the like), and of meetings of the nature of cultural, scientific, artistic, sporting or entertainment activitiest in open or closed spaces and their development under the conditions of points 10-25.

10. It is proposed to maintain the possibility of carrying out physical training activities within sports structures and bases, consisting of training camps, trainings and sports competitions organized in Romania only under the conditions established by the joint order of the Minister of Youth and Sports and Health.

11. It is proposed that the organization and development of sports competitions on the territory of Romania, in closed or open spaces, can be done, only in the time interval 5,00-22,00, with the participation of spectators up to 50% of the maximum capacity of the space, their distribution over the entire surface of the arena, ensuring a minimum distance of 2 meters between people and wearing protective masks, in counties / localities where the cumulative incidence rate at 14 days is less than or equal to 1 / 1.000 inhabitants. It is proposed that participation be permitted only for persons who are vaccinated against SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, persons who test negative for an RTPCR test for SARS-CoV-2 virus infection. CoV-72 not older than 2 hours or the certified negative result of a rapid antigen test for SARS-CoV-48 virus infection not older than 15 hours, respectively persons in the period between the 180th day and the 2th day after confirmation of SARS-CoV-XNUMX virus infection.

12. 13. It is proposed that the activities of museum institutions, libraries, bookstores, cinemas, film and audiovisual production studios, performance and / or concert institutions, folk, art and craft schools, and cultural events indoors or open, to be carried out only under the conditions established by the joint order of the Minister of Culture and the Minister of Health.

14. It is proposed that, under the conditions of point 13, the organization and conduct of activities in cinemas, performance and / or concert venues in closed or open spaces be permitted between 5,00 and 22,00, with the participation of the public until at 50% of the maximum capacity of the space and wearing a protective mask, in the counties / localities where the cumulative incidence rate at 14 days is less than or equal to 1 / 1.000 inhabitants. It is proposed that participation be permitted only for persons who are vaccinated against SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, persons who test negative for an RT-PCR test for virus infection. 15. 16. 17. 18. It is proposed that the organization and conduct of courses, including those for vocational training requiring practical activities, workshops and conferences, including those for the implementation of projects financed by European funds, be permitted only between 5,00 and 22,00 , 50, with the participation of people up to 150% of the maximum capacity of the space inside or outside, but not more than 2 people, ensuring a distance of 4 meters between people and an area of at least 14 sqm for each person , wearing a protective mask and complying with public health regulations, in counties / localities where the cumulative incidence rate at 1 days is less than or equal to 1.000 / 2 inhabitants. 19. 20. It is proposed that the activity of religious services, including collective services and prayers, be carried out inside and / or outside places of worship in accordance with the rules of health protection, established by joint order of the Minister of Health and the Minister of Internal Affairs.

21. It is proposed that, under point 20, in order to prevent the spread of SARS-CoV-2 virus infections, the organization of religious processions and / or pilgrimages be permitted only in accordance with the rules of health protection established by order of the Minister of Health. the opinion of the State Secretariat for Cults.

22. It is proposed to maintain the ban on outdoor recreational and sporting activities, with the exception of those with a maximum of 10 people not living together. It is proposed that participation be permitted only for persons who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, persons who are between the 15th day of 180 days after confirmation of infection with SARS-CoV-2 virus SARSCoV-2 virus infection not older than 72 hours, under the conditions established by joint order of the Minister of Health, as appropriate, with the Minister of Youth and Sports, the Minister of Environment, Water and Forests or the Minister of Agriculture and Rural Development.

23. It is proposed to maintain the organization and conduct of activities specific to institutions with responsibilities in the field of national defense, public order and safety, in the open air, under the supervision of an epidemiologist.

24. It is proposed to maintain the organization and conduct of specific activities in the diplomatic field, including at the headquarters of diplomatic missions and consular offices accredited in Romania, so as to ensure a distance of 2 meters between persons and an area of at least 4 square meters for each participant and to observe the rules of sanitary protection.

25. It is proposed to maintain the measure regarding the organization of rallies and demonstrations with a maximum number of participants of 100 people and the wearing of a protective mask. It is proposed that participation be permitted only for persons who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, persons who are between the 15th day of 180 days after confirmation of infection with SARS-CoV-2 virus SARS-CoV-2 virus infection not older than 72 hours.

26. It is proposed to maintain the permit for the prevention and control of African swine fever by collective hunters with a maximum of 20 participants.

27. It is proposed to maintain the ban on the entry into Romania, through state border crossing points, of foreign nationals and stateless persons arriving from Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, Zimbabwe, Angola and Zambia.

28. It is proposed to maintain the competence of the National Committee for Emergency Situations to adopt measures to suspend flights performed by economic operators in aviation to and from countries with a high epidemiological risk, which were established by decision of the National Committee for Emergency Situations at the proposal National Institute of Public Health.

29. It is proposed that the following categories of flights be exempted from the measures adopted pursuant to point 28:

a) performed with state aircraft;
b) transport of goods and / or correspondence;
c) humanitarian or providing emergency medical services;
d) for search-rescue or intervention in emergency situations, at the request of a Romanian public authority;
e) with the purpose of transporting the technical intervention teams, at the request of the economic operators established in Romania;
f) non-commercial technical landings;
g) positioning of aircraft, without commercial ferry type cargo;
h) techniques for performing works on aircraft;
i) performed by air carriers holding an operating license in accordance with European Union regulations, by irregular flights (charter), for the transport of seasonal workers or for the repatriation of foreign nationals, from Romania to other states, with the approval of the Romanian Civil Aviation Authority and the competent authority of the State of destination;
j) performed by air carriers holding an operating license in accordance with European Union regulations, by irregular flights (charter), from other states to Romania for the repatriation of Romanian citizens, with the approval of the Romanian Civil Aviation Authority, based on the agreement of the Ministry of Internal Affairs and Ministry of Foreign Affairs;
k) carried out by air carriers holding an operating license in accordance with European Union regulations, by irregular flights (charter), for the transport of workers in the transport sector provided in Annex no. 3 to the Communication on the implementation of Green Lanes under the Guidelines on border management measures to protect health and ensure the availability of essential goods and services - C (2020) 1897, of 23.03.2020, from Romania to other states and from other states to Romania, with the approval of the Romanian Civil Aeronautical Authority and of the competent authority of the destination state.

30. It is proposed to maintain the ban on road transport of persons by occasional services, as well as to supplement regular travel, in accordance with the regulations in force, in order to participate in religious processions and / or pilgrimages to places where these activities take place.

31. It is proposed to maintain the temporary closure, in whole or in part, of the following state border crossing points:

31.1 at the Romanian-Hungarian border: Carei, Satu Mare county.
31.2 at the Romanian-Bulgarian border:
a) Lipnița, Constanța county;
b) Dobromir, Constanța County.

32. It is proposed that the activity with the public of economic operators carrying out activities of preparation, marketing and consumption of food and / or alcoholic and non-alcoholic beverages, such as restaurants and cafes, inside buildings and on terraces, as well as those disposed of inside hotels, guesthouses or other accommodation units, as well as on their terraces to be allowed up to 50% the maximum capacity of the space in the time interval 5,00-22,00 in the counties / localities where the cumulative incidence rate at 14 days is less than or equal to 3 / 1.000 inhabitants. It is proposed that participation be allowed only for persons who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, persons who are in the period between the 15th day and 180 days after confirmation of infection with SARS-CoV-2 virus SARS-CoV-2 virus infection not older than 72 hours.

33.It is proposed that the activity with the public of economic operators carrying out activities of preparation, marketing and consumption of food and / or alcoholic and non-alcoholic beverages, such as restaurants and cafes, inside buildings and terraces, as well as those arranged in inside hotels, boarding houses or other accommodation units, as well as on their terraces to be allowed up to 30% maximum capacity of the space in the time interval 5,00-22,00 in the counties / localities where the cumulative incidence rate at 14 days is more than 3 / 1.000 inhabitants. 34. It is proposed that the measures provided for in points 32 and 33 also apply to economic operators engaged in the preparation, marketing and consumption of food and / or alcoholic and non-alcoholic beverages in enclosed public spaces with a roof, ceiling or ceiling. and which are delimited by at least two walls, regardless of their nature or temporary or permanent character.

35. It is proposed that in the event that the activity of the economic operators referred to in points 32, 33 and 34 be restricted or closed, the preparation of food and the marketing of food and alcoholic and non-alcoholic beverages not consumed in those premises should be permitted.

36. It is proposed that the preparation, marketing and consumption of foodstuffs and alcoholic and non-alcoholic beverages be permitted in specially designed outdoor spaces, in compliance with the health protection measures established by the joint order of the Minister of Health, the Minister of Economy , Entrepreneurship and Tourism and the President of the National Sanitary Veterinary and Food Safety Authority. It is proposed to consume food and alcoholic and non-alcoholic beverages in specially designed spaces located outside buildings, outdoors only for persons who are vaccinated against SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, people between the 15th and 180th day after confirmation of SARSCoV-2 virus infection, or people with a negative RT-PCR test for SARS-CoV-2 infection older than 72 hours or a rapid antigen test for SARS-CoV-2 virus infection not older than 48 hours.

37. It is proposed that activity with the public in shopping centers and parks should be allowed only for persons who are vaccinated against SARS-CoV2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, persons who are in the period between the 15th day and the 180th day after confirmation of SARSCoV2 virus infection, ie people who test negative for an RT-PCR test for SARS-CoV-2 virus infection not older than 72 hours or a rapid antigen test for SARSCoV-2 virus not older than 48 hours. It is proposed that the measure not apply to persons presenting to vaccination centers for the administration of a dose of vaccine if dedicated and controlled colors for entry, movement and exit into / from shopping centers and parks are established.

38. It is proposed that the public activity of economic operators, located inside or outside parks and shopping centers, whose main object of activity is the marketing of non-food products, be allowed only to persons who are vaccinated against the SARS-CoV-2 virus. and for which 10 days have elapsed since the completion of the complete vaccination schedule, persons in the period from the 15th to the 180th day following confirmation of infection with the SARS-CoV-2 virus, and negative RT-PCR test for SARS-CoV-2 virus infection not older than 72 hours or rapid antigen test for SARS-CoV-2 virus infection not older than 48 hours. It is proposed that the measure not apply to pharmaceutical units located outside shopping centers and parks, as well as to petrol stations.

39. It is proposed that access to premises for the sale of non-food products with an area of less than or equal to 200 sq m be allowed to all persons without the need for proof of vaccination, testing or passage through the disease, ensuring a distance of 2 meters between persons. and an area of at least 4 square meters for each person and with the display at the entrance of the maximum number of people that can be simultaneously on the premises.

40. It is proposed that accommodation in tourist accommodation be permitted only for persons who are vaccinated against the SARS-CoV2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, persons who are in the period between 15th and 180th day after confirmation of SARS-CoV-2 virus infection, respectively people with a negative RT-PCR test for SARS-CoV-2 virus infection not older than 72 hours or a rapid antigen test for SARSCoV-2 virus infection not older than 48 hours.

41. It is proposed maintaining a ban on bars, clubs and discos.

42. It is proposed that economic operators carrying out trade / service activities in closed and / or open spaces, public and / or private, including inside shopping centers and parks, to organize and carry out their activity between 5,00 and 22,00 .

43. It is proposed that, as an exception to the provisions of point 42, in the time interval 22,00-05,00, the economic operators may be active only in relation to the economic operators with home delivery activity.

44. It is proposed that, as an exception to the provisions of point 42, between 22,00 and 05,00, the pharmaceutical units, petrol stations, economic operators with home delivery activity, as well as economic operators in the field of road transport of persons and goods to be able to carry out their activity in normal working regime, in compliance with the norms of sanitary protection.

45. It is proposed that air transport continue to be carried out in compliance with measures and restrictions on hygiene and disinfection of common areas, equipment, means of transport and aircraft, procedures and protocols inside airports and aircraft, rules of conduct for airport staff, and for informing staff and passengers, in order to prevent contamination of passengers and personnel operating in the field of air transport, under the conditions established by joint order of the Minister of Transport and Infrastructure, the Minister of Health and the Minister of Internal Affairs.

46. It is proposed that rail transport continue to be carried out in compliance with measures and restrictions relating to the hygiene and disinfection of common areas in stations, stops, stations or stopping points, train equipment and fittings, procedures and protocols inside stations, stops. , stations or stopping points, but also inside wagons and train sets, the degree and occupancy of rolling stock, the rules of conduct for operators and passengers, as well as for informing staff and passengers, in order to prevent contamination of passengers and staff working in the field of rail transport, under the conditions established by joint order of the Minister of Transport and Infrastructure, the Minister of Health and the Minister of Internal Affairs.

47. It is proposed that road transport continue to be carried out in compliance with measures and restrictions relating to the hygiene and disinfection of means of transport of persons, procedures and protocols within means of transport, the degree and occupation of means of transport, rules of conduct for operator and passenger personnel, as well as on informing personnel and passengers, in order to prevent contamination of passengers and personnel working in the field of road transport, under the conditions established by joint order of the Minister of Transport and Infrastructure, the Minister of Health and the Minister of Internal Affairs.

48. It is proposed that shipping should continue to be carried out in compliance with measures and restrictions relating to the hygiene and disinfection of passenger ships, the procedures and protocols inside passenger ships, the degree and occupation of passenger ships, the rules of conduct for operators and passengers, as well as for informing staff and passengers, in order to prevent contamination of passengers and personnel working in the field of shipping, under the conditions established by joint order of the Minister of Transport, Infrastructure and Communications, the Minister of Health and the Minister internal affairs.

49. It is proposed that the domestic and international transport of goods and persons continue to take place, under the conditions established by joint order of the Minister of Transport and Infrastructure, the Minister of Health and the Minister of Internal Affairs.

It is proposed that the activity with the public of the economic operators in closed spaces in the field of gyms / fitness, to be allowed, without exceeding 50% of the maximum capacity of the space, ensuring a distance of 2 meters between people and an area of at least 4 sqm for each person, in the counties / localities in which the cumulative incidence rate at 14 days is less than or equal to 1 / 1.000 inhabitants. It is proposed that participation be permitted only for persons who are vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, persons who are between the 15th day of 180 days after confirmation of infection with SARS-CoV-2 virus SARS-CoV-2 virus infection not older than 72 hours.
