At the request of the Ministry of Health, the Government of Romania adopted in today's meeting, August 30, 2021, the ordinance approving granting vouchers of 100 lei, as well as organizing the lottery to stimulate vaccination.

Thus, starting with the date of entry into force of this ordinance, persons who are vaccinated with a complete scheme will benefit from vouchers in the total amount of 100 lei, in the form of meal vouchers. The expenses related to the tickets are borne from the budget of the Ministry of Health, based on the methodology approved by ministerial order.

Also as a measure to stimulate vaccination, a lottery will be organized which consists in awarding cash prizes to vaccinated people with full scheme. Thus, after the issuance of the vaccination certificate, the respective persons can register for the participation in the lottery on the website certificat-covid.gov.ro, within which the Special Telecommunications Service will develop the registration functionality. The conditions for registration will be established by joint order of the Minister of Health and the Minister of Economy, Entrepreneurship and Tourism and the director of the Special Telecommunications Service.

For 2021, the first draw is scheduled to take place in October. The organization of the lottery, the structure of the prizes, as well as the procedure for awarding them are established by joint order of the Minister of Health and the Minister of Economy, Entrepreneurship and Tourism, within 45 days from the date of entry into force of this ordinance. The annual prize fund, as well as its distribution is established by the Ministry of Economy, Entrepreneurship and Tourism, and the draws are organized by the National Company "Loteria Română" SA

At the same time, by the ordinance adopted today, it is correlates the measures instituted by Romania regarding the verification and issuance of digital COVID-19 vaccination certificates, testing or passing through the disease, in accordance with the general principles of European Union (EU) law, in particular the principles of proportionality and non-discrimination.

Thus, the new amendments provide that COVID-19 digital certificates can also be used on the Romanian territory for the attestation of vaccination, testing or sickness of holders, and the term of validity of the certificate for Rapid antigen test increases to 48 hours, from 24 hours, as it is now.

Also, the legal framework was created so that the protective masks granted by the Ministry of Health and not distributed by the public health directorates, respectively local public authorities, can be distributed to the county school inspectorates, according to their requests, for distribution to primary, secondary and high school students.
