The Italian Antitrust Authority has suspended the new luggage policy at Wizz and Ryanair
Here is someone taking action against the new luggage policies from Wizz Air and Ryanair. This is the Antitrust Authority of Italy.
Antitrust, the Italian competition monitoring company, announced on Wednesday that it is provisionally suspending the new hand luggage policy at Ryanair (RYA.I) and Wizz Air (WIZZ.L), due to come into effect on 1 November 2018.

According to the new policy, it is possible to carry only small luggage free of charge, to be placed exclusively in the space under the front seat, while for hand luggage (classic troller) a surcharge is required, which nevertheless represents a non-contingent and predictable tax for the passenger. This should be included in the standard rate.
As a result, charging a fee for an essential element of the airline contract, such as hand luggage, gives a false perspective on the actual ticket price and prevents comparison with other companies' tariffs, misleading the consumer.
Therefore, Ryanair and Wizz Air will have to temporarily suspend all activities aimed at requesting an additional charge - in relation to the standard fare - for the transport of "large hand luggage".
Companies must notify the Authority, within 5 days, of the measures taken in accordance with the decision.
