The COVID-19 pandemic is not over yet, but more and more European countries are being encouraged to open their borders to tourists and take advantage of the summer tourist season. After 2-3 pandemic waves with millions of people infected with the new coronavirus and hundreds of thousands of deaths, Europe is open to tourists and all those who want to travel for tourism, business, staff, etc. At the same time, more and more countries are reaching out the green or yellow list of Romania, which facilitates travel!

List of European countries where you can travel without restrictions

The European Union encourages the reopening of borders and the free movement of citizens, especially for tourism purposes, without quarantine and other restrictions. For this purpose, the new one was conceived, developed and implemented COVID-19 EU digital certificate which they have already adopted seven EU Member States.

Albania

Currently, related to the trips from Romania to Albaniam, we mention that the access of all foreign citizens is allowed on the entire territory of the Republic of Albania, without the need to meet certain preconditions. Commercial flights are allowed at Tirana International Airport, which is fully operational.

From Albania to Romania, Albania is on Romania's green list, which means you can travel without restrictions. NO test required!

Austria

Austria has now reopened its borders for international tourism. You can travel from Romania to Austria without to be quarantined if one of the following conditions is met:

  • show negative result of a PCR-type SARS-CoV-2 test (validity shall not exceed 72 hours from the date of sampling) or antigens (valid not to exceed 48 hours from the date of sampling)
  • Presents a vaccination certificate with an authorized serum, provided that one of the following conditions is met on the date of entry into Austria:
  1. at least 22 days have elapsed since the first dose of vaccine, but not more than 3 months;
  2. immunization with the second dose of vaccine, in which no more than 9 months have elapsed since the first dose;
  3. not have taken place more than 9 months ago;
  4. in the case of immunization with a single dose vaccine, this should not have been done more than 9 months ago;
  5. if the vaccination took place at least 21 days after the issuance of a SARS-CoV-2 positive biological-molecular test or evidence of the presence of antibodies, provided that the vaccine was not administered more than 9 months ago, or
  • If a SARS-CoV-2 infection has been confirmed in the last 6 months and a medical certificate of recovery or proof of the presence of antibodies, not older than 3 months.

If none of the above conditions can be met, a molecular biological test for SARS-CoV-24 or an antigen test for SARS-CoV-2 must be performed at least 2 hours after entry into Austria. , the costs being borne by the personal budget.

Bosnia and Herzegovina

All foreign nationals, including Romanians, are allowed to enter Bosnia and Herzegovina provided they present a PCR-type molecular test with a negative result for SARS-CoV-2 virus infection, performed a maximum of 48 hours before entering Bosnia and Herzegovina. . The measure also applies to children, regardless of age.

The test result must be presented in printed format, and documents in electronic format (on mobile phones or other devices) are not accepted. Romanian citizens married to citizens of Bosnia and Herzegovina, as well as Romanian minors who have a Bosnian citizen parent are allowed to enter Bosnia and Herzegovina without presenting the PCR molecular test.

Bulgaria

Romanian citizens traveling from Romania can enter the Republic of Bulgaria without being required to present documents other than travel documents. From Bulgaria to Romania you can travel without restrictions. NO test required! Bulgaria is on Romania's green list!

Cipru

All persons entering the Republic of Cyprus must present a travel authorization, completed 24 hours before travel, obtained through the portal Cyprus Flight Pass - Application Process. The authorization involves the electronic completion of a COVID-19 questionnaire and the entry of flight data. Children up to 12 years of age are exempted from performing RT-PCR tests. All persons must request the issuance of the Cyprus Flight Pass authorization (the authorization for minors will be completed by the parents / legal representative).

Persons arriving in the Republic of Cyprus without the completed Cyprus Flight Pass form will be fined 300 euros.

As of May 10, 2021, all holders of a certificate of vaccination against COVID-19, translated into English, issued by Romania, Andorra, Saudi Arabia, Armenia, Austria, Bahrain, Belarus, Belgium, Bulgaria, Canada, Croatia, Republic of Cyprus, Czech Republic, Denmark, Egypt, Switzerland, United Arab Emirates, Estonia, Finland, France, Georgia, Germany, Greece, Jordan, Iceland, Israel, Ireland, Italy, Kuwait, Latvia, Lebanon, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Norway, Netherlands, Poland, Portugal, Qatar, United Kingdom of Great Britain and Northern Ireland, Russian Federation, San Marino , Serbia, Holy See (Vatican City State), Slovakia, Slovenia, Spain, USA, Sweden, Ukraine, Hungary are exempted from the RT-PCR test presentation measure and the self-isolation measure. Detailed information can be obtained by accessing the platform Cyprus Flight Pass - Vaccinated Passengers

The Cyprus Flight Pass authorization will include data on holding a vaccination certificate against COVID-19 or an RT-PCR molecular test, with a negative result for SARS-CoV-2 virus infection. Documents certifying vaccination against COVID-19 or testing for SARS-CoV-2 virus infection must be submitted to the Cypriot authorities upon arrival.

All persons arriving at airports in the Republic of Cyprus, whether or not vaccinated against COVID-19, may be selected for random testing by the Cypriot authorities. The costs of random testing are borne by local authorities.

Croatia

On 26 May 2021, the National Civil Protection Authority of the Republic of Croatia extended, until 15 June 2021, the current conditions for entry into Croatian territory.

Foreign nationals arriving from areas or states at high epidemiological risk, including Romania, must present at the entry into the Republic of Croatia:

  • a molecular test (PCR type) with a negative result for SARS-CoV-2 virus infection or a negative antigen rapid test (permitted rapid antigen tests can be found in Common list of rapid antigen tests mutually recognized by the Member States of the European Union, published by the European Commission), carried out no later than 48 hours before entry. Persons who do not present the negative result of a test for SARS-CoV-2 virus infection on entry into Croatian territory have the opportunity to perform a PCR-type molecular test or rapid antigen test, after entering the Republic of Croatia, at their own expense, with the obligation to enter self-isolation until a negative result is received, and if testing is not possible, they are subject to the measure of self-isolation for a period of 10 days;
  •  a certificate of vaccination against COVID-19, if at least 14 days have elapsed since the second or single dose of the vaccine (in the case of a single dose vaccine);
  • a positive PCR molecular test or a rapid antigen test confirming that the person has been infected with the SARS-CoV-2 virus and cured, performed in the last 180 days prior to entry into the Republic of Croatia and for which they have passed at least 11 days from the date of confirmation until entry into Croatian territory; 
  • if a person has been cured of COVID-19 in the last 180 days and has a certificate proving the cure and if he has received a single dose of vaccine during the same period, that person is exempted from presenting a negative PCR test or test antigen rapidly or from quarantine to 6 months after vaccination.

Children up to the age of 12 traveling with a parent / guardian are exempted from taking a negative test if the parent / guardian presents a negative PCR test, a negative rapid antigen test, a COVID-19 certificate of cure, or a vaccination certificate against COVID-19.

From Croatia to Romania you can travel with a negative PCR test and thus avoid the 14-day quarantine. Croatia is on Romania's yellow list!

Denmark

Starting with May 22, 2021, at 16.00, the Danish authorities placed Romania in the category of yellow risk states. People arriving in Denmark from Romania do NOT enter isolation.

The following rules apply to travel from Romania to Denmark:

1. Reason: No longer required for EU and Schengen residents.
2. Presentation of a negative test (PCR or antigen), valid for no more than 48 hours:

a. YES, for persons with or without residence in Denmark, before boarding an airplane. Children up to 12 years old are exempt;
b. YES, for persons without residence in Denmark, if arriving by road or sea;
c. NO, for persons resident in Denmark, if arriving by road or sea.

3. Testing on / after arrival in Denmark: YES, for persons with or without residence in Denmark (at the airport or 24 hours after entry by land / sea). Children up to the age of 15 are exempt.

EXCEPTIONS from testing:

A. People who have been fully vaccinated in EU and Schengen countries (a minimum of 14 days and a maximum of 180 days have elapsed since the last dose);
B. Persons who have been infected with COVID-19 (positive result on a PCR test performed at least 14 days, but not older than 180 days).

From Denmark to Romania you can travel with a negative PCR test and thus avoid the 14-day quarantine. Denmark is on Romania's yellow list!

Elvetia

Romania is not included in the list of states / regions with a high degree of epidemiological risk drawn up by the Swiss authorities. So, people arriving from Romania they will no longer have to be quarantined after arriving on Swiss territory.

However, there are a number of regulations in force that apply to all people who want to travel to Switzerland, regardless of the country / region they arrive from., as follows:

  • All persons entering the territory of the Swiss Confederation by air, rail, sea or road (bus, minibus) must register their contact details by completing registration form, in electronic or paper format, using the forms provided by the transport companies. People coming from border areas and those traveling for business are excluded. Subsequent to 31 May 2021, persons vaccinated against COVID-19 are also exempted.
  • All persons (except children under 12 years of age) entering the territory of the Swiss Confederation by air must present, prior to boarding, a molecular PCR-type test with a negative result for SARS-CoV-2 virus infection, performed with a maximum of 72 hours before arrival in Switzerland. The document containing the test result must include the following information: 1. the name, surname and date of birth of the person tested; 2. date and time of the test; 3. type of test taken; 4. test result.

Starting with May 31, 2021, the following categories of persons are exempted from the measure of presenting the negative test: 1. persons up to 16 years of age; 2. persons who present a medical certificate attesting that they have been diagnosed with COVID-19 in the last six months before entering Swiss territory and that they are considered cured; 3. persons completely vaccinated within the last six months with a vaccine approved in Switzerland or in the European Union (Pfizer-BionTech, Moderna, AstraZeneca, Johnson & Johnson).

From Switzerland to Romania you can travel with a negative PCR test and thus avoid the 14-day quarantine. Switzerland is on Romania's yellow list!

Germany

Romania was excluded from the category of risk areas, starting with May 23, 2021. Persons traveling from Romania to Germany no longer have the obligations specific to risk areas. However, proof remains mandatory testvaccination or healing for all persons traveling to Germany by air, a measure which applies regardless of whether the persons concerned arrive from risk areas or not. Don't forget about filling in the digital entry form in Germany (including in Romanian).

tracksuit

Citizens of the Member States of the European Union, the Member States of the Schengen Agreement, Australia, Northern Macedonia, the United Arab Emirates, the United States of America, the United Kingdom of Great Britain and Northern Ireland, Israel, Canada, Belarus, Bahrain, New Zealand, the Republic Korea, Qatar, China, Kuwait, Ukraine, Rwanda, Russia, Saudi Arabia, Serbia, Singapore, Thailand or persons permanently resident in these states may enter Greek territory by road - via the Kulata-Promachonas border crossing points, Svilengrad-Ormenio, Evzoni and Nymphaea and by air, through any airport, entry is allowed for persons who meet one of the following conditions:

  • presents a molecular PCR-type test with a negative result for SARS-CoV-2 virus infection, performed no later than 72 hours before entering Greek territory;

or

  • provide evidence of an authorized vaccine against COVID-19, provided that at least 14 days have elapsed since the booster (in the case of a two-dose vaccine) or the single dose (for the single dose vaccine). The document certifying the vaccination must be written in English.

or

  • presents evidence issued by an authorized laboratory in the State of origin confirming that persons have been positively diagnosed with COVID-19 for a period of 2 to 9 months prior to the date of arrival in the Hellenic Republic. The document certifying infection with the SARS-CoV-2 virus can be written in English, Spanish, Italian, German, French or Russian.

It is also mandatory to fill in the PLF (Passenger Locator Form) through the website https://travel.gov.gr, at least 24 hours before the journey, regardless of the country of origin, by all persons arriving in that State.

The measure by the Greek authorities to carry out rapid tests at border checkpoints remains in force.

From Greece to Romania you can travel with a negative PCR test and thus avoid the 14-day quarantine. Greece is on Romania's yellow list!

Italy

According to the normative act issued by the Italian authorities, the persons who were or transited the territory of Romania (Romania being included together with other states on list C of annex 20) have the obligation to present to the carrier at the time of embarkation or to any person designated to perform checks the negative result of a molecular test (PCR type) or antigen capture for the detection of SARS-CoV-2 virus infection, performed with maximum 48 hours before entering Italian territory.

The United Kingdom of Great Britain and Northern Ireland has dropped the list of states exempted from travel corridors.
      All passengers arriving in England, Wales, Scotland or Northern Ireland from abroad must present, including when boarding trains, ferries or aircraft, a negative test for SARS-CoV-2 virus infection, performed with a maximum of 3 days before arrival.

      If you enter the exceptions adopted by Romania, then you do not need anything. If you do not qualify for exceptions and you do not have proof, then test + quarantine. This is related to what the rules are now and to the fact that the Netherlands is on the yellow list. If something changes by the end of February, then there will be other rules.
