Canada maintains travel restrictions until September 30
The Canadian authorities have decided to extend the travel restrictions until September 30. This means that flight restrictions remain in place in the context of the Covid-19 pandemic.
Unfortunately, travel relations between the EU and Canada are not reciprocal. While the European Union has opened its borders to everyone traveling in Canada, the same cannot be said of Canada, which will keep its borders blocked until the end of September.
Canada maintains travel restrictions
Exceptions to these restrictions are Canadian citizens and permanent residents with the right to enter Canada, but they must also be quarantined for 14 days upon entering Canada.
The open letter to the Canadian authorities in favor of a controlled reopening of the borders, signed by Air France-KLM and Lufthansa managers, among others, will have no effect.
Canada has announced that it maintains these travel restrictions and that the number of cases in Europe is growing rapidly. According to the Canadian press, several cases of the new coronavirus were detected on the 55 special flights operated between August 1 and August 18, especially among passengers Air France, Royal Air Maroc, Lufthansa, KLM, Turkish Airlines, British Airways, Qatar Airways, Etihad Airways or EgyptAir.
Canada bans travel for tourism purposes
We remind you that, at this time, Canada prohibits discretionary travel (tourism, leisure). Restrictions on entry into Canada do not apply to hauliers and workers in key areas (health care, critical infrastructure, etc.).
Air carriers perform epidemiological triage before the trip. People (including Canadian citizens) who show signs of COVID-19 will be denied boarding, and the ban will be maintained for 14 days (boarding will be possible on the basis of a medical certificate attesting to good health). When boarding both international and domestic flights, it is mandatory to remotely measure the passenger's temperature.
Health authorities conduct epidemiological triage when disembarking from the aircraft - Canadian citizens or permanent residents with symptoms will be referred, depending on the severity, to health facilities / test centers or to the home for self-isolation.
Foreign nationals arriving in Canada (border crossing point) by air, land or sea and experiencing symptoms of COVID-19 disease will not be allowed to cross the Canadian border.
People traveling by plane to Canada are required to wear a protective mask throughout the journey: on boarding, during the flight, when crossing the border into Canada. If, on boarding, the air carrier finds that it has failed to wear a protective mask, it shall have the authority to refuse the passenger boarding. The obligation to wear a protective mask also applies to persons traveling to Canada from the United States by land. There are no exceptions to wearing a face mask in the context of travel to Canada / crossing the Canadian border (applies also to essential workers).

Recommendations for Romanian citizens who want to travel from Romania to Canada
Romanian citizens wishing to travel from Romania to Canada must take into account the regime of restrictions on entry into Canada established by the federal authorities for foreign nationals and detailed in the chapter on Restrictions on entry into Canadian territory (above).
Based on the interpretation of the respective rules, it results that Romanian citizens who are admitted to enter Canada find themselves in the following situations: they also have Canadian citizenship or permanent resident status in Canada; traveling for family reunification with a Canadian citizen, permanent resident in Canada or temporary resident (if the period of stay in Canada is not at least 15 days or the trip is for family reunification with a person who has temporary resident in Canada, a letter from the Department of Immigration, Refugees and Citizenship is required); are eligible for travel based on the exceptions provided by law (for example, Romanian citizens who are in possession of a valid study or work visa).
Romanian citizens eligible to travel to Canada by air, who meet the condition of not showing symptoms of contamination with the new coronavirus, must have a valid electronic travel authorization (eTA) or a visa corresponding to the purpose for which they are traveling. Electronic travel authorization (eTA) is also mandatory for Romanian citizens transiting airports in Canada.
When planning a trip to Canada, for the intra-European section, we recommend Romanian citizens to consult the information available on the website of the Ministry of Foreign Affairs in the section Travel warnings - Europe (https://www.mae.ro/node/51880), in order to take note of the possible restrictions towards the Romanian citizens, including regarding the transit.
